About This Role Textron Systems is seeking employees to support the United States Marine Corps Advanced Reconnaissance Vehicle (ARV) program. For this program Textron Systems has developed the Cottonmouth ARV, a recon vehicle designed to be a force-multiplier with advanced full-spectrum reconnaissance and surveillance sensors. It is built to defeat threats beyond line of sight and features cutting-edge technologies for sustained military advantage.
Cottonmouth uses a Modular Open Systems Approach (MOSA) that is Ground Vehicle Operating System (GVOS) based and employs the Tactical Assault Kit Extended (TAK-X) framework for easy capability integration. The platform has superior mobility for off-road terrain and waterways and focuses on survivability and Human System Interface (HSI). Amphibious mobility, versatility, and electronic warfare capabilities define a vehicle adaptable to diverse environments.
We are seeking a highly skilled professional to join the Crewed Land Systems team as Program Manager. This role oversees the Advanced Reconnaissance Vehicle (ARV) Pre-Production Development Program, ensuring performance to scope, budget, and schedule. The position directs all manufacturing-related phases from inception to completion, including transition to production, and establishes readiness of the manufacturing value chain including internal and external operations for the required vehicles, blast hulls and system integration labs.
The Program Manager will work closely with cross-functional teams, stakeholders, and clients to deliver program performance and results.
Responsibilities
- Creates, implements and executes Manufacturing Plan per contract requirements
- Leads efforts for major program reviews related to manufacturing and supply efforts including process verifications and supplier production readiness reviews
- Places special emphasis on hull fabrication suppliers using friction stir welding techniques to reduce performance risk and achieve quality objectives
- Drives manufacturing quality assurance implementation and readiness for production
- Creates, implements, maintains and executes program plans to achieve cost, schedule and quality objectives
- Establishes the EVMS performance baseline for the program execution plans with the program and functional teams
- Leads coordination with engineering, supply chain, manufacturing, and quality teams to ensure program requirements are met
- Coordinates with other Program leaders to ensure holistic design for the entire product lifecycle to achieve end-user success
- Detects program issues and risks, and implements corrective actions and mitigation strategies to realign efforts with project goals
- Identifies program opportunities and defines a promotion plan
- Participates, with Land Systems Contracts Manager and ARV Program Lead, in negotiation of contract changes
- Serves as a point of contact with external and internal stakeholders, providing regular updates on program status, milestones, and potential challenges of assigned scope
- Supports execution of new or continuing program capture pursuits and associated proposals as assigned
- Ensures compliance with industry standards and program requirements
Position specific job duties
- Coordinating large scale program forecasting, resource planning, and budgeting
- Establishing and managing the program integrated master plan, milestones and schedules
- Planning and measurement of program costs and performance with Earned Value Management methods
- Adherence to established program processes and procedures
- Preparation and execution of program management reviews, agendas, minutes, and action item tracking
- Consistent program update reports to prominent leaders and customers
- Driving program performance against defined contract requirements
- Performing other tasks as assigned
- This position requires travel approximately 25% of the time
Qualifications
- Minimum 5 years of directly related experience required
- Bachelor’s Degree required in Engineering sciences or technical business management
- Prior experience with engineering development, production and program execution of US Department of Defense programs desired
- Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent desired
- Ability to obtain a U.S. security clearance
