General

Summary:

Mid-level supervisory work in the field of vehicle/equipment maintenance and repair.

Supervision Received:
Works under the direct supervision of the vehicle maintenance Fleet Manager and indirect supervision of the Assistant Superintendent of Public Works and/or others in the chain of command.

Supervision Exercised:
Supervises the senior vehicle mechanic, heavy equipment mechanic, automotive mechanics, maintenance technician(s), vehicle maintenance clerk/secretary and Laborer(s) as required.

Essential Duties and Functions:
1. Reviews the work of subordinates and advises them on policies, procedures, practices and problems.
2. Instructs subordinates on safe methods of operating and repairing/maintaining vehicles and equipment.
3. Plans, organizes and schedules work for crews consisting of skilled and unskilled workers.
4. Estimates cost(s) of material(s) needed for each job and orders the required items to complete jobs.
5. Supervises and assists all shop personnel in the repair/maintenance of vehicles and equipment.
6. Generates work orders, prioritize jobs, schedules jobs and performs quality control checks and inspections on completed maintenance/repairs.
7. Handles written paperwork to include but not limited to requisitions, reports, inventory, leave requests, evaluations and disciplinary documentation.
8. Handles all purchases for the maintenance shop and parts to complete repairs under $ 999.00 with respect to each department(s) budget(s).
9. Monitors and maintains a working inventory of parts and materials used in the daily operation of the vehicle maintenance shop and repair of vehicles/equipment.
10. Enforces all policies and procedures as outlined in the Civil Service Personnel Manual and Public Operations Rules.
11. Conducts monthly safety meetings.
12. Performs state vehicle safety inspections.
13. Interviews prospective new hires, makes hiring recommendations, makes termination recommendations, counsels personnel and conducts annual performance evaluations.
14. May be required to carry "on call" phone for service calls outside of the normal shop/work hours.
15. Further his/her job related knowledge and skills by suggesting and attending classes that are related to his/her job description.
16. Performs other duties as assigned.

Desired minimum qualifications:

Education and Experience:

1. High school diploma or GED.
2. Minimum of six years experience in related field (automotive/diesel mechanics). Formal automotive and/or diesel education time may be used in conjunction with actual experience time to be eligible for employment.
3. Two years experience in leadership/supervision.

Desired but not required:

1. ASE or similar formal certification(s) in the field of automotive and /or diesel mechanics.

Necessary

Knowledge, Skills and Abilities:

1. Skilled/knowledgeable in the correct and safe use of tools used to perform maintenance / repairs and diagnostics of vehicles/equipment.
2. Ability to understand and follow oral and/or written instructions.
3. Ability to communicate effectively verbally and in writing.
4. Ability to establish effective working relationships with other employees, supervisors, vendors and the public.
5. Ability to perform heavy manual tasks under varying conditions.
6. Ability to understand technical schematics (automotive electrical and hydraulic).
7. Ability to diagnose and repair all vehicles/equipment in the cities fleet to include but not limited to gas/diesel powered vehicles/equipment, stationary equipment (generators, drainage pump systems), small engines (string trimmers, chain saws), construction equipment and class "A" trucks.
8. Ability to order parts/materials and follow up on warranty claims.
9. Must be able to obtain Louisiana state vehicle safety inspection license for automotive and heavy duty.

Desired but not required:

1. ASE or similar formal certification(s) in the field of automotive and/or diesel mechanics.

Special Requirements :

Valid driver's license

Tools and Equipment Used:

To include but not limited to: motor vehicles/equipment, various hand tools/power tools (pneumatic and electric), specialty diagnostic tools, desk top computer, phone, fax machine, calculator and city communications radios.
