Engineer Program Manager II

Introduction

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.

This essential position manages Traffic Safety Programs within Traffic Operations and requires availability during severe weather, homeland security emergencies, traffic incidents, and planned or unplanned events. It will supervise staff and oversee multiple programs and projects while providing technical expertise in engineering development and maintenance related to traffic work zones and clear zone hazards. The role works closely with the Transportation Management Center and statewide partners to maintain safety, accessible roadway operations and work zones in accordance with Delaware MUTCD, TIM, specifications and AASHTO guidelines.

Three years experience in interpreting the Manual on Uniform Traffic Control Devices (MUTCD) requirements.

• Drafts, develops and modifies engineering designs, plans and specifications.
• Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
• Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
• Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
• Tests or evaluates materials, equipment, systems and facilities.
• Plans and coordinates engineering projects.
• Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
• Develops cost estimates for project time and materials.
• Provides technical guidance and training to technical staff.
