Summary Statement

Within this role as a Health/Human Service Case Manager Supervisor, you will oversee a team of 7-10 staff who help determine initial/continued ongoing eligibility for all needs‑based benefits issued. This includes Food Supplement Benefits (SNAP), Medical Assistance, Delaware Healthy Children’s Program (CHIP), Subsidized Child Care, State Funded General Assistance (GA), and Temporary Assistance to Needy Families (TANF). As a supervisor, in addition to hiring, training, and coaching staff, you will be responsible for ensuring staff provide services promptly, efficiently, and within federal and state program guidelines.

Functions
  • Supervise two or more merit full‑time positions, including planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Participate in program planning, implementation, and coordination to ensure compliance with department, federal, or state laws, rules, regulations, standards, policies, and procedures.
  • Gather and assimilate statistics and information to ensure program compliance.
  • Recommend and implement corrective action as necessary.
  • Coordinate with health and human service staff, agencies, providers, and resources to provide comprehensive services for clients in a timely, efficient, and cost‑effective manner.
  • Represent the agency on task forces, committees, and with the general public.
  • Provide information to clients, the general public, community representatives, and other agencies to explain programs and policies.
  • Plan and develop programs which may include writing grant proposals, completing all state clearing house documents, and implementing new grants when awarded.
  • Analyze budget needs, develop recommendations regarding staffing, supply, and equipment, and monitor current budgetary expenditures.
  • Prepare statistical and program evaluation reports.
  • Use automated information systems and computer software to research, review, evaluate, and report on health/human service data.
  • Communicate and interact effectively with people across cultures, abilities, genders, ethnicities, ages, and races.
  • Perform other related duties as required.
Job Requirements
  • Three years of experience in case management, including assessment, planning, development, implementation, monitoring, and evaluation of options and services to meet an individual's human service needs.
  • Three years of experience in making recommendations as part of a client's service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits.
  • Six months of experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months of experience in using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
  • Six months of experience in narrative report writing.
  • Coursework, training, or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.

Sessions are held at designated locations in Kent or New Castle County.
