Description

The Financial and Grant Compliance Officer is responsible for ensuring that the Tribe’s financial operations, grant‑funded activities and general welfare benefit programs adhere to all applicable federal, state, Tribal and funding‑agency regulations. This position serves as a critical safeguard for Tribal assets by conducting high‑level compliance monitoring, evaluating internal controls, providing advanced regulatory guidance, and supporting enterprise‑wide audit readiness.

Essential Duties Compliance Oversight
  • Conduct comprehensive compliance reviews of receipts, documentation, and eligibility criteria associated with the Tribe’s general welfare assistance programs, including inquiries into suspected misuse or irregularities.
  • Prepare formal written reports outlining findings, risk assessments, and required corrective actions.
  • Exercise the highest level of confidentiality, ethical judgment, and professional discretion.
  • Ensure organizational alignment with GAAP, OMB Uniform Guidance (2 CFR Part 200), and other regulatory frameworks governing financial management.
  • Design, implement, and evaluate internal controls to mitigate fraud, waste, and abuse across Tribal departments.
Financial & Grant Compliance
  • Monitor federal, state, and Tribal grant agreements to ensure full adherence to statutory, fiscal, and administrative requirements.
  • Track allowable costs, indirect cost applications, match/cost‑share requirements, and reporting milestones.
  • Conduct periodic compliance reviews of grant‑funded programs, subrecipients, and contractors.
  • Oversee the preparation and submission of financial reports, reimbursement requests, budget amendments, and closeout records.
  • Maintain audit‑ready documentation supporting expenditures, procurement actions, sub‑awards, time and effort certifications, and financial reconciliations.
  • Serve as a primary liaison with granting agencies to address compliance matters and financial inquiries.
  • Provide financial data and compliance analysis that supports performance, outcomes, and programmatic reporting.
Audit & Training
  • Coordinate with external auditors (federal, state, Tribal, or independent) and prepare departmental responses, corrective action plans, and follow‑up documentation.
  • Develop, revise, and institutionalize compliance manuals, standard operating procedures (SOPs), and internal policies.
  • Deliver structured training sessions to program managers, finance staff, and subrecipients on compliance obligations, risk mitigation, and best practices.
  • Partner with Finance, Legal, HR, and General Resources Program teams to promote cross‑departmental alignment of compliance efforts.
Additional Duties
  • Support pre‑award budget development, post‑award monitoring, and financial analysis for grants and contracts.
  • Perform other duties as assigned by the CFO or their designee.
