Position: Housing Senior Eligibility Worker (Grade 12)

Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. Under general supervision, performs clerical/public contact work of routine difficulty in eligibility application processing and verification in an office setting. This position has department specific responsibility.

Nature of Work

Responsible for case management of Housing Choice Vouchers, Public Housing, and Home Ownership files including Portability; conducts initial, annual and interim reviews for Housing Choice Voucher, Public Housing, HCV Home ownership and Portability; explains federal program regulations and lease obligations as well as Public Housing quality standards and housing assistance policies; verifies information received from clients such as family composition, citizenship status, age, identity, screens criminal backgrounds, reviews income limits and assets, allowances, Welfare (TANF/SNAP), child care, medical expenses and requests third party verifications for eligibility determinations;

conducts mass briefings for Public Housing and HCV waiting list; receives and processes Family Self-Sufficiency client's 30 day notices for any transfers and move outs; conducts Internal audit of clients files at interim and annual reexaminations; conducts housekeeping compliance inspections and follow up inspections when required for PH; briefs Family and owners on rights, privileges, obligations, and responsibilities in a courteous and professional manner;

processes HCV leases and HAP contracts; refers clients to appropriate providers and FSS program; resolves complaints from clients/owners, and responds to client concerns in a timely manner; documents and submit the following reports to supervisor; monthly/hearing report, criminal report and complaints; works closely with Housing inspector to coordinate compliance inspections when needed and proceeds with necessary actions; files 14 day notices return receipts, paid work orders, and the copy of paid promissory notes from Finance department;

files 6 month/annual inspection packets and vehicle registration from clerk; provides backup to the front office, when needed; schedules, collects client signatures and assist walk-Ins when required; issues reasonable accommodation requests when requested; represents the department at depositions, grievances and appeal hearings; compiles statistical data for reports; provides expertise to others as needed; regular and reliable attendance is required; performs other duties as assigned.

Experience

and Education

High School Diploma or GED equivalent; AND thirty semester hours of college course work; AND three years of experience as an interviewer/eligibility worker in a public program; OR an equivalent combination of education and experience; section 8 Occupancy/Rent Calculation and Public Housing Manager Certification as required by HUD within one year of employment; bilingual (English/Spanish) preferred; must possess and maintain a valid Arizona driver's license;

requires successful completion of a background check.

Knowledge,

Skills and Abilities

Knowledge of:
County policies and procedures;
State regulations and procedures; HUD Admissions and Continued Occupancy regulations; the methods and procedures used in determining eligibility for indigent services; interviewing and investigative techniques; office practices and procedures; indigent services available within the County; community resources and insurance coverage. Skill in:
Gathering information through interviews and financial documents; adapting to continuous changes in policy and procedures; working well with people of varied socioeconomic backgrounds; performing mathematical computations and general office/clerical tasks; establishing and maintaining effective working relationships with employees, other agencies and the public; interpreting pertinent federal and state laws and regulations. Ability to:
Read, to write and synthesize data and reports; research and write detailed reports; use modern office equipment and computers; establish and maintain effective working relationship with co-workers; communicate effectively verbally and written; lift up to 5 – 25 lbs; perform the essential functions of the job specifications with or without a reasonable accommodation. The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling;

some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
