Job Summary
This position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time offer.
The primary function of an employee in this class is to coordinate and perform a variety of administrative, technical and field tasks in accordance with the rules and regulation of the Department's Public Housing and Housing Choice Voucher programs; this position is responsible for delivering range of services for the Family Self Sufficiency (FSS) Program for families residing in Public Housing and Housing Choice Voucher to assist them in becoming economically self-sufficient;
work involves providing programs for the City's low-income tenants that will help to develop their educational, employment and economic opportunities.
Performs direct case management of families and individuals to provide services and counseling related to establishing economic independence; reviews and analyzes financial information such as contracts and agreements, or criminal records to determine eligibility for program participation; writes and monitors grants for the FSS program to expand the provision of services to the Public; housing and Housing Choice Voucher; performs quality control and oversees the files of the other FSS coordinators;
oversees and coordinates workshops; conducts home visits to assess environmental needs and make proper referrals; publishes housing newsletters for program participants; maintain and updates tenant information into computer database; conducts one-on-one interviews with FSS participants, prepares service plans and makes referrals; responds to requests for information about clients and/or the self-sufficiency program; processes resident FSS applications, screen applicants and determine eligibility;
conducts briefing sessions with new participants to explain federal program regulations and lease obligations, as well as housing quality standards and housing assistance policies, rules and regulations; performs re-examinations, interim interview and verifies income to determine and maintain eligibility with federal guidelines and regulations; determines the most appropriate public and private agencies to provide services to assist FSS participants; provide Social work activities include monitoring progress of participants;
counseling program participants and potential participants regarding goals, objectives, credit, home ownership, schooling or training programs, child care programs, and additional supportive services; seeking and maintaining community supportive services with community organizations, service agencies, and/or charitable groups to provide information on needed resources such as education, transportation, employment, child care, home ownership, financial counseling, etc; ensures that escrow accounts are maintained; computes housing assistance payments, tenant rental amounts, utility reimbursements, and rent increases in order to satisfy program guidelines and landlord requests using knowledge of program regulations;
plans, implements, coordinates and monitors the operation of the Department's Family Self-Sufficient (FSS) Program for Public Housing and Housing Choice Voucher; interprets federal, state, and local regulations, including grants; responsible for maintaining a minimum of (50) fifty FSS files; counsels prospective homeowners on all aspects of home ownership, credit counseling, home maintenance, etc; contacts the resident community in outreach efforts in order to inform, educate, and offer the opportunities that have been created to benefit qualifying candidates;
maintains working relationships with lenders, developers, non-profit housing organizations, real estate professionals, and other housing providers; keeps accurate case records and complies with administrative requirements as required by Agency policies, practices and procedures; coordinates individual and group training/education classes/workshops lender, agents, housing counseling agencies and develops materials to facilitate engagement/participation in programs; meets all goals and objectives as outlined in the HUD FSS Logic…
