DescriptionCompetence Management Program Manager
As the lead stakeholder of the 49 CFR 217.9 mandated Competency Management Program, you will advise and aid the operational business units with the planning, execution, and recordkeeping of their 49 CFR 243 training programs and submissions.
Key Skills- Interpretation of state and federal regulatory governance
- Training program management and delivery, including LMS content development
- Effective communication of training concepts with business units
- Maintaining effective relationships with internal and external stakeholders
- Work change management in an operational context
- Extrapolating key data and experience
- Judging tasking requirements to manage time effectively
- Understanding of the concepts of building a Competence Program and execution of the Program
- 5+ years of operational experience; 3 years rail experience preferred
- Experience interpreting state and federal regulatory frameworks; knowledge of 49 CFR 217/243 preferred
- Proficiency in MS Office software
- Proficiency with LMS content development
- Strong writing and language skills
- Other software (MS Project, Comply 365, Power BI, MS Visio, Coruson, TRMS) familiarity
- Ensure compliance with CFR
217 - Restructure the CFR
217 program to demonstrate operational competence of field staff - Build systems required for governance of the program
- Report monthly testing and failure rates
- Liaise with Transportation, Mechanical and Engineering for tests
- Conduct analysis on testing results and provide recommendations
243 Management
- Ensure each business unit has a robust 243 Training Plan
- Ensure plan submissions are completed as per regulation requirements
- Liaise with stakeholders to achieve required aims
- This role may be required to perform other functions under the direction of the Director of Human Factors and Training
- Spend up to 20% in facilities across the network or outdoors
- Exposure to loud noise, extreme temperatures, and possible fatalities
- Essential Physical Requirements – able to type, climb, traverse uneven surfaces
- Travel within Massachusetts and Rhode Island to all facilities across the network
- Some out-of-office hours work may be required
