• Trains and supervises the Animal Welfare Officer team; assists with performance evaluations and interviewing applicants.
• Assists with writing, revising, and implementing departmental policies and procedures; plans and creates training materials; participates in regularly scheduled division meetings.
• Assists with administrative duties; prepares, proofreads, and submits case reports.
• Establishes standards for inspections of properties and ensures responsible, educational, and supportive enforcement of Chapter 5.
• Oversees and provides direction on field operations and best practices, as guided by the National Animal Care and Control Association.
• Oversees and supports the case work of the Animal Welfare Officers including, but not limited to, regular audits, revisions, and support to ensure prompt follow-up and closure.

• Enforcing Chapter 5, state, federal, and other ordinances and regulations.
• Issuing citations to citizens in violation of Chapter 5;
• Providing public education on animal control ordinances and regulations and animal care methods/techniques;
• Establish quarantines involving rabies incidents and other health concerns as needed;
• Performs euthanasia by means of lethal injection.
• Supports AWO team on calls as needed.

Prepares and presents cases to Animal Welfare Commission, including monitoring potential cases for hearing, preparing the necessary documentation and case work, testifying at hearings, and coordinating with the Police Department and/or Prosecutor’s Office related to criminal cases.

• Leads advocacy, enforcement, and education of Chapter 5.
• Schedules AWO staff for day shifts and night/weekend/holiday shifts, provides support and back up for evening/weekend/holiday calls.
• Works variable schedule to include evenings, weekends, holidays, and overnight calls.
• Performs overtime as needed; performs related work and other duties as assigned.

Answer phones, assist customers, and perform other duties and assume other responsibilities as apparent or as assigned.

Responsible for the work of others; oversees team of Animal Welfare Officers (4).

• High School diploma or GED.
• Associate's or bachelor’s degree in Animal Science, Criminal Justice, or a closely related field of study preferred.
• Minimum three years’ experience in animal handling and care.
• Prior experience in a supervisory capacity preferred.

Candidate can demonstrate qualifications through any equivalent combination of education, training, and experience that provides the desirable knowledge, abilities, and skills.

• Knowledge of animal care and control programs.
• Knowledge of effective methods of controlling and containment of domestic animals.
• Ability to perform animal control duties efficiently.
• Ability to handle animals safely and effectively.
• Ability to research, read and understand applicable ordinances, statutes, and codes.
• Knowledge of existing and State laws regarding animal welfare is strongly desired.
• Ability to work independently and as part of a team.
• Strong leadership skills.
• Ability to supervise personnel, train, mentor, assign, review, and evaluate work assignments.
• Clear written and verbal communication skills.
• Excellent interpersonal skills and ability to work with diverse populations.
