Position: Financial Specialist IV (IN, South Bend)

Salary: $56, annually

Position Summary

Assists in the coordination of the financial operations for the City’s Treasury Division. Under the direction of the City Controller and the Director of Treasury, ensures consistency and effectiveness of treasury operations, including processing of cash receipts and accounts payable transactions within the City’s Enterprise Resource Planning (ERP) system, processing of ACH payments and wire payments, assisting in the bank reconciliation completion, maintaining documentation on bank transactions, or other tasks as assigned.

Assists the Director of Treasury, the AP Supervisor, or any City AP Clerk with routine invoice processing and entry into DFO for any department across the City.

Duties and Responsibilities
  • Performs assigned duties related to financial operations for the Treasury Division, in accordance with established City policy and procedures, including but not limited to:
    • cash receipt review
    • the processing of ACH payments and wire payments
    • bank reconciliation completion and documentation
    • monthly close journal entries
    • any other task as assigned by the Controller after consultation with the Director of Treasury
  • Assisting the AP Supervisor or any City AP Clerk with routine invoice processing and entry into DFO for any department across the City.
  • As assigned, assists the City Controller with the preparation of the annual Comprehensive Annual Financial Report (CAFR) and Schedule of Expenditures of Federal Awards (SEFA), including gathering and supplying supporting documentation for the City’s annual audit.
  • Assumes additional responsibilities as requested.
Education / Qualifications
  • Bachelor’s Degree in Accounting, Business Administration, Economics, Finance, or a related field.
  • Minimum of three years of experience in managing fiscal operations preferred.
Knowledge and Ability
  • Knowledge of accounting and/or financial operations.
  • Knowledge of grant administration, auditing, federal regulations a plus.
  • Ability to communicate with supervisors, peers, or subordinates, providing information by telephone, in written form, e-mail, or in person.
  • Ability to organize, plan, and prioritize work, developing specific goals and plans to accomplish work.
  • Demonstrated proficiency with Microsoft Office Products, particularly Microsoft Excel.
  • Working knowledge of City or County government a plus.

Physical Demands

Work is performed mostly in an office setting. Some outdoor work may be required in the inspection of various projects. While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance;

stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

Work is performed primarily in an office setting, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. Entire office is smoke free.
