ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Independently manages, controls, and monitors a wide range of diverse, advanced financial functions as the sole or lead financial professional in the Utility Division.
* Responsible for the preparation, monitoring, and communication of the Division's annual operating, capital improvement, and bond-funded budgets.
* Position shall represent the Division at meetings with the City Controller and other financial staff.
* Researches and analyzes financial data for accuracy, trends, and variances to ensure acceptable government policies, practices, and procedures have been followed to comply with State and Federal laws and regulations; develops financial documents as needed.
* Responsible for monthly billing and collection for septic haulers and lab testing services done by the Environmental Services Lab; supervises this function for Organic Resources.
* Position will oversee payrolls and related paperwork for hourly and salaried personnel at Wastewater and Organic Resources.
* Maintain a positive attitude and consistent performance.
* Manage time, make sound decisions and work independently
* Perform all other duties and assume other responsibilities as apparent or as assigned.

KNOWLEDGE/ABILITY
* Knowledge of accounting, auditing, state, and federal regulations. Must have the ability to perform administrative budgeting, coordinate the activities of others and continually evaluate the need to revise, add or delete the various types of records kept, monitoring needed, etc.
* Ability to communicate with supervisors, peers, or subordinates, providing information by telephone, in written form, e-mail, or in person.
* Ability to organize, plan, and prioritize work, developing specific goals and plans to accomplish work.
* Demonstrated proficiency with Microsoft Office Products, particularly Microsoft Excel
* Working knowledge of City or County government a plus.
* Ability to establish effective working relationships with others
* Ability to maintain best practices and learn new procedures
* Ability to work independently and to complete daily activities according to work schedule
* Ability to read, analyze, and interpret general business documents/procedures, financial reports and governmental regulations.
* Ability to effectively communicate orally and in writing, to present information and respond to questions from managers and co-workers
* Ability to define problems, collect data, establish facts, and draw valid conclusions.
EDUCATION / QUALIFICATIONS
* Bachelor's degree in accounting, Business Administration, Economics, Finance, or a related field.
* CPA or master's degree preferred.
* Minimum of three years of experience in managing fiscal operations preferred.
