Position Title:

Employee Relations Manager

Salary Range: $75,000 - $85,000

Contract Length: 12 months

Immediate Supervisor:
Executive Director of Human Resources

Basic Function

Monitor, review, evaluate, administer, and interpret all personnel policies and practices of the South Bend Community School Corporation to ensure compliance with Federal and State laws as well as administrative policies and regulations. Advise administrators and employees of their rights and obligations in personnel matters and employee evaluations. Conduct investigations related to disciplinary matters involving employees. Respond to EEOC complaints. Provide advice and guidance regarding discipline, leave, FLSA, FMLA, and ADA compliance.

Coordinate and facilitate the grievance procedure for collective bargaining units, except for NEA. Administer various leave options. Administration of employees' and self-insurance programs, safety programs, and risk management programs. The successful candidate will be responsible for managing the employee relations activities in accordance with established guidelines and sound administrative practices.

Essential Duties & Responsibilities
  • Conduct investigation of employees (both certified and non-certified) for disciplinary matters, write reports regarding the investigations, and make disciplinary recommendations in consultation with the Executive Director of Human Resources and Legal Services.
  • Collaborate with the legal department in completing compliance and accountability investigations that may lead to disciplinary outcomes
  • Facilitate the progressive disciplinary process for all employee groups, which includes training school and department leaders to use the process
  • Assist, discuss with, and advise the Executive Director of Human Resources and Legal Services on general personnel matters.
  • Collaborate with the Executive Director of Human Resources and Legal Services in procedures for handling personnel matters and issues
  • Supervise the alignment of the Standards of Success (SFS) Evaluation System between staff and
  • Coordinate and facilitate grievance procedures and respond to employee concerns in a timely manner.

  • Interpret and recommend improvements to the Employee Handbook, the Administrative Handbook, and the district’s employee relations policies, procedures, and practices regarding personnel matters.
  • Manage administrative leave cases to assist in the timely resolution of employee disciplinary cases
  • Ensure that the District is in compliance with all State and Federal discrimination laws and regulations.
  • Respond in a timely manner and oversee EEOC complaints as necessary, in conjunction with the Executive Director of Human Resources and Legal Services.
  • Perform other duties or assigned tasks or related work as required and as assigned by the Executive Director of Human Resources and Legal Services.
  • Collaborate with Talent Management Specialist (Non-Certification)
  • Assists in establishing and implementing strategic goals and objectives for Human Resources
  • Work with the Human Resources team to improve process efficiency.
Knowledge & Experience
  • Bachelor's or Master's degree from an accredited college or university with major coursework in Business or Public Administration, Human Resources, or a closely related field.
  • Knowledge of public education and professional licensing is desirable.
  • At least five (5) years of successful experience with school-based administration and Human Resources, employee relations.
  • Must possess a thorough knowledge of the philosophies, principles, and practices of public personnel administration, including knowledge of management-labor relations.
  • Must possess a working knowledge of employee evaluation systems and current trends in employee evaluation processes.
  • Must be able to research and analyze data, prepare comprehensive reports, and represent ideas clearly and concisely, both orally and in writing.
  • Must have a thorough knowledge of current Federal and State laws and regulations applicable to public school employment.
