Overview
We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. Responsibilities Regulatory Compliance- Provide Environmental Compliance and construction oversight on transmission site development and linear transmission line construction projects for Duke Energy.
- Provide Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
- Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
- Ensure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corps of Engineers permits, etc.
- Document pre- and post-work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration.
- Perform all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
- Interpret complex plans and drawings.
- Perform duties in a manner that will promote and maintain good public relations.
- Attend pre-construction meetings, constructability meetings, and status meetings as directed.
- Manage and oversee site development crews, and oversee sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
- Observe that wetlands and sensitive areas identification is in place and that crews are aware of them prior to entering such areas.
- Monitor and report to Project Management on status of construction units estimated and actuals billed to date of project.
- Communicate daily with the utility client, contractors, landowners, and the public.
- Assist in developing recommendations on future right‑of‑way maintenance requirements.
- Drive a company vehicle safely to work locations for the organization.
- Assume other duties and responsibilities as assigned.
- Associate or bachelor’s degree in environmental science, construction management, building science, or a related field.
- 1–5 years of experience in site development work, permitting utility construction.
- Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections.
- Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification from the Florida Department of Environmental Protection (FLORIDA).
- Understanding of NPDES, Construction General Permit (CGP), and SWPPP implementation in North Carolina (NCDEQ) and South Carolina.
- Completed stormwater, erosion control inspector training such as CESSWI (Certified Erosion and Sediment/Stormwater Inspector) or similar competency program for North Carolina/South Carolina (CAROLINAS).
- Completed similar training for Indiana (MIDWEST).
- Desire to work outdoors in various weather conditions and terrain.
- Strong public relation skills / ability to interface with the public.
- Willingness to work alone.
- Basic computer skills.
- Valid driver’s license.
- Background in electric transmission construction, pipeline, or utility work.
- In‑depth knowledge of SWPPP.
- CESSWI certification.
- Previous construction crew oversight experience.
- GIS experience.
- Strong knowledge of ANSI Z133 safety standards.
- Military background is a plus.
- Bi‑lingual (English and Spanish) is a plus.
