Position: EXPLOSIVE ORDNANCE DISPOSAL TECHNICIAN with Security Clearance
Duties This position provides the capability of detection, identification, evaluation, rendering safe, recovery, and disposal of explosive items that are hazardous to operations, facilities, or personnel.

DUTIES AND RESPONSIBILITIES:

1) Remains technically qualified through constant training and is authorized to undertake and perform or assist in procedures to ensure the rendering safe and disposal of high explosive ordnance and special weapons, including but not limited to both U.S. and foreign guided missiles, mines, projectiles, rockets, bombs, miscellaneous munitions items, booby traps, improvised criminal and terrorist devices, as well as chemical, biological and nuclear bombs/warheads/devices.
2) Utilizes and continually reviews current methods and techniques and determines new and innovative procedures employed in the detection, identification, safest method of handling, rendering safe, and/or destruction of domestic or foreign explosive hazards as described above, that threaten personnel, operations, installations, or material. Interprets state, Federal, Department of Defense and Department of Transportation laws and regulations regarding environmental matters to include the Munitions Rule (MMR), and Resource Conservation and Recovery Act (RCRA).

Uses independent judgment to arrive at proper disposal methods while coordinating with above agencies when possible.
3) Organizes and conducts area reconnaissance for detection and identification of unexploded ordnance (UXO). Determines distances to which personnel and material must be evacuated for safety. Photographs, documents, and formulates possible render safe procedures for all unknown ordnance/devices for technical intelligence reporting requirements as established. Employs special tactics and procedures to gain access to and perform necessary render safe procedures.

This includes counter defense measures such as locating, identifying, and neutralizing electronic surveillance devices including active and/or passive infrared switches, microwave energy devices, acoustical, magnetic, and electro-mechanical switches to name a few. Utilizes remote controlled devices, shaped charges and other explosively operated tools and techniques where needed.
4) Operates and interprets radiological detection and other specialized instruments while monitoring areas adjacent to UXO's or criminal/terrorist devices suspected of containing toxic or radioactive contamination. Supervises and/or participates in the neutralization and disposal of chemical and biological ordnance. Operates portable x-ray equipment and processors. Uses experience and knowledge to interpret radiographic images to identify hazardous components such as electronic circuitry, electrical and mechanical switches, membrane switches etc.

5) Provides guidance to and coordinates with key staff members of the Disaster Control Group (DCG) and the Survival Recovery Center (SRC) in the development of emergency planning procedures and policies. Responsible for simultaneous command and control of multiple EOD teams during inspections and contingency operations. Ensures all vehicles, equipment, supplies, explosives, publications and personnel are prepared to support regional conflict missions at contingency operating locations, aerial ports, enroute bases, or critical stateside bases.

Also supports lead/follow aviation squadrons. Provides a 24-hour stand-by capability within the flight or through coverage of other agencies when unavailable.
6) Routinely assists and provides technical advice, procedures, and/or training for state and local civil authorities through classroom instruction and development of Memorandum's of Understanding (MOU's) when requested and approved by the state TAG. Provides support to Secret Service in the form of sweeps, searches and stand-by duties on a case-by-case basis.
7) Assists EOD Flight Chief in preparation of budget estimates and financial needs to include facilities, equipment, contingency requirements, personal retention gear, and operating & maintenance needs for the EOD unit.
8) Assists the Flight Chief in planning and establishing local procedures to include protection of high risk munitions during off-base movements; protection, reproduction, and destruction of classified documents and components up to and including Secret/Critical Nuclear Weapon Design Information (CNWDI), Restricted Data; and EOD response procedures for assistance to civil authorities.
9) Maintains and orders tools, equipment, supplies, explosives, and technical data for base support and contingency planning. Prepares and maintains all required reports, IAW applicable directives.
