Senior Project Manager​/Technical Lead, Conveyance - England

Your Opportunity

We’re seeking a Senior Project Manager / Technical Lead in Conveyance who can drive the planning, design, and delivery of urban storm drain, combined sewer, sanitary sewer, and drinking water conveyance projects for municipal clients across New England. The role leads iconic water conveyance projects from request through construction, identifies and wins new business, and collaborates with research and innovation teams to deploy advanced technologies.

• Manage a team of design professionals and technicians.
• Mentor and supervise staff, developing high‑performing project teams.
• Perform business development tasks, collaborating with staff to secure new projects and build client relationships.
• Develop proposals, scope work documents, and estimates; collaborate across business lines; conduct quality reviews.
• Assist senior engineers/designers with project scope, budget, staffing, and schedule.
• Perform complex engineering design calculations and spatial analysis for utility layouts and trench conditions.
• Prepare engineering drawings, reports, feasibility studies, and presentations for clients and regulators.
• Assist with design and construction management of projects.
• Set goals and objectives for unique and complex projects.
• Ensure project plans meet budget, schedule, and contractual obligations.
• Coordinate quality assurance and quality control, and facilitate independent technical review.
• Manage permitting processes, engaging clients, contractors, stakeholders, and regulatory agencies.
• Deliver decisions on projects of varying complexity within multidisciplinary teams.
• Research and analyze regulatory drivers affecting projects.
• Assist business leaders in project revenue forecasting.
• Oversee proposals, including scope and effort estimation.
• Make decisions governed by general policy and project management governance.
• Supervise local staff, mentor and coach emerging leaders, and develop succession plans.

• Inspire project teams to higher levels of achievement.
• Engage employees in discussions on job satisfaction and engagement, providing recognition and feedback.
• Coordinate with other engineering disciplines (stress/structural, instrumentation & controls, electrical).
• Understand local and regional jurisdictional codes, legal, and design requirements.
• Read and interpret 2D and 3D CAD drawings.
• Know construction methods such as open‑cut and trenchless (microtunneling, jack and bore, etc.).
• Understand water, storm, and sanitary sewer rehabilitation.
• Demonstrate understanding of conveyance system construction elements for design, construction method selection, and work area limits.
• Have experience designing conveyance projects in urbanized, congested areas.
• Design water, sewer, and drainage infrastructure 24‑inches in diameter and larger.

• Bachelor’s degree in environmental, civil engineering, or related field from an accredited university.
• Minimum 15 years of project management experience in a consulting environment focused on conveyance and water infrastructure design.
• Licensed Professional Engineer (PE) or ability to obtain license within 6 months.
• Project Management Professional (PMP) certificate is a plus.
• Demonstrated leadership in setting direction for a team, project, and office; strategy development; change management; and corporate stewardship.
• Travel to other offices and project sites as required.
