Personal Financial Counselor, Assignment Ready Counselor – Vermont (Grade 24)

• Provide personal financial counseling and management services directly to military service members and their families.
• Assist service members in establishing a spending plan for extended absences.
• Develop and make available informational financial materials to service members and families.
• Coordinate, publicize, and deliver a wide variety of Personal Financial Management classes and workshops on topics across the military lifecycle, such as arrival at first duty station, pre‑ and post‑deployment, and other personal and career events.
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling or other electronic communication methods, including web‑based, secure online chat, or video‑based communications, as authorized by the OSD FINRED Program Office.
• Manage duty‑to‑warn situations according to Department of Defense protocol.
• Communicate with leadership and participate in regular supervision sessions, sharing information on trends and issues at the installations to which the counselor is assigned.
• Participate in regular in‑services and training, quality‑improvement committees, or other contract activities as assigned.
• Perform all other duties as assigned.

• 3+ years of financial counseling experience.
• U.S. citizenship and fluency in English (bilingual in English and Spanish required if specified by contract).
• Must be able to obtain a favorably adjudicated Tier 2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following professional certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

• Bachelor’s degree required.
• Alternative:
  Associate degree plus 4 years of experience in lieu of a bachelor’s degree.
• Alternative:
  High school diploma plus 6 years of experience in lieu of a bachelor’s degree.
