Overview
The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
This position will provide support to the Energy and Water Operations divisions and Consumer Services division. Job duties include:
Responsibilities- Coordinate, monitor and track business processes and procedures. Troubleshoot and resolve internal/external challenges. Facilitate timely workflows to ensure deadlines are met. Serve as the point-of-contact for logistics and communications. Develop, modify, and train division personnel in business processes and procedures.
- Manage the internal workflow and schedule of testimony, comments, reports, correspondence and studies to be filed with the PSC, other agencies, and the SC General Assembly. Maintain electronic files, archives, and website content to ensure access to applicable ORS documents. Review, edit, draft testimony and correspondence, as needed. Update PSC-required compliance forms, route utility compliance filings, and file documents with the PSC, as needed.
- Develop and maintain processes to regularly review and update divisions' website content. Coordinate website content updates and secure necessary approvals. Maintain and monitor Microsoft Dynamics to ensure utility information is accurate. Maintain SharePoint document management standards. Administer access and facilitate file sharing with internal and external entities through Progress Share File.
- Coordinate travel arrangements, secure meeting spaces, and manage shared calendars for division personnel. Manage office resources, process invoices, purchase requests, and travel reimbursements. Assist supervisors with training and onboarding of new division employees. Manage records retention in accordance with state rules and regulations.
- Develop and maintain processes to gather and review quarterly and annual key performance metrics for divisions. Assist in analytical research, compliance monitoring, writing, and editing. Monitor and report on legislative actions that impact utility regulation.
- Bachelor's degree and at least ten years of related experience.
- Proficiency in Microsoft Office suite - Word, Excel, PowerPoint, Outlook.
- Strong organizational skills with the ability to manage competing priorities and deadlines.
- Ability to work independently while also fostering strong professional relationships.
- Effective written and oral communication skills.
Experience in a legal setting or paralegal certification is desirable. Experience or working knowledge of Adobe Acrobat Pro, Microsoft SharePoint and Dynamics, and Progress Share File preferred. Knowledge of public utility regulation is helpful.
Additional Comments- Position may require travel and occasional weekend/after-hour work.
- Must possess a valid driver's license.
- All ORS employees are required to attend ethics training annually for continued employment.
- All ORS employees are prohibited from owning equity in regulated utilities.
- Work hours are Monday-Friday, 8:30 am - 5:00 pm.
- In-office work location: 1901 Main Street, Columbia, SC 29201. Remote work is not available.
