Mail-In Titles & Registration Unit, SCDMV Headquarters, Blythewood, SC.
Responsibilities- Provides direction and instructions on the title processing of transactions and inquiries regarding title and registration, lien recording, duplicate title, fleet, odometer corrections and other miscellaneous titling and registration actions from third parties by telephone, emails, and/or by mail for the assigned office. Assist in the training and mentoring of unit employees.
- Oversees assigned work unit to ensure all job functions meet established standards. Oversees and manages all work related to processing titles and registrations in the Mail in Titles & Registration Department. Ensures necessary reports are generated and maintained.
- Determines and communicates next steps for customers and/or third‑party customers if problems with titling and registration issues cannot be solved by the DMV. Resolves complex problems and determines when necessary to transfer to other sections for assistance with technical matters dealing with title and registration transactions.
- Responsible for ensuring Employee Performance Management System (EPMS) reviews are completed by the scheduled due date. Evaluates the work of employees, disciplinary action, reviews, approves or disapproves employee leave requests and ensures adequate coverage for the work unit.
- Use DMV Phoenix system to enter, retrieve, update and provide data for customers, courts, auditors, treasurer’s office and law enforcement. Processes transactions to include, but not limited to, the issuance of registration cards, titles and decals when needed. Prepares routine correspondence.
- Performs other duties as assigned by senior leaders.
- A bachelor's degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior approval.
- Must complete a nationwide criminal background check to include fingerprinting.
- Extensive knowledge of the SCDMV titling and registration processes and procedures; including titling and registering, fleet vehicles, record liens, golf cart permits, handicap placards, odometer corrections, duplicate titles, EVR and notice of vehicle sold.
- Knowledge of office management policies, practices and procedures and ability to exercise discretion in interpreting and applying.
- Ability to plan, organize, direct and review the work of subordinates.
- Ability to effectively communicate (orally and written) complex policies and procedures to employees and customers.
- Ability to write clear, concise instructions and reports.
- Under minimal supervision, responsible for supervising multiple work units or a complex work unit.
- Must possess the ability to communicate effectively (both orally and written) and to maintain confidentiality of files and records.
- Must display professional proficiency in all areas of job performance and possess good management skills.
- Works in a climate‑controlled office environment.
- The work requires a significant amount of time spent at a computer terminal.
- May occasionally be required to work extended hours outside of the normal scheduled working hours.
- Must be able to lift 10‑15 pounds. May require limited travel.
- Periodically assigned temporary employees and interns. Responsible for the proper employment and administrative requirements for these personnel.
