The South Carolina Department of Health and Human Services (SCDHHS) is initiating a multi-year Medicaid Enterprise System (MES) Modernization effort to replace its aging MMIS and related applications. This modular and incremental modernization will be managed under the Delivery of Automated Systems for Healthcare (DASH) Program, focusing on scalable integrations and improved flexibility.
RoleSummary:
The Business Analyst will act as a liaison between business units and IT, supporting the DASH Program and MES Modernization. This role involves analyzing business processes, documenting requirements, and ensuring alignment between business goals and technical solutions.
Key Responsibilities:- Analyze and document business processes and rules.
- Translate business requirements into functional specifications.
- Support project management and ensure alignment with program goals.
- Facilitate communication between business units and IT teams.
- Lead business design sessions and cross-functional meetings.
- Advocate for business integration and efficient data configuration.
- Monitor project progress using KPIs and provide regular updates.
- Mentor team members and build strong client relationships.
- 7+ years in commercial healthcare.
- 6+ years in business rule/process documentation.
- 3+ years in State Medicaid payer system integration.
- 3+ years in cross-functional project environments.
- Familiarity with MITA business architecture principles.
- Experience with EDI, standard data structures, and file formats.
- Strong communication skills across all organizational levels.
- Exceptional attention to detail.
Skills:
- Knowledge of CMS Federal Certification processes.
- Project management experience.
- MMIS project or operational experience.
Certifications:
Bachelor's degree in technical, business, healthcare, or related field. Equivalent experience may substitute for formal education.
