Position: Procurement Mgr I - 61089248 - State Ops
Location: Columbia

Responsibilities

  • Develop solicitation documents for the acquisition of goods, services, or information technology within the guidelines of the Consolidated Procurement Code, regulations, and operating procedures; conduct market analysis.
  • Evaluate responses to procurements to ensure offers are responsive and responsible; award contracts appropriately based on source selection method, ensuring compliance with the SC Procurement Code.
  • When using a panel, instruct and guide the panel through the procurement process by managing discussion and providing appropriate tools; consolidate individual panel member evaluations and provide proper documentation for award determination.
  • Negotiate terms and draft final contract documents.
  • Provide ongoing contract administration by working with end users to ensure contractors fully perform their contractual obligations; resolve issues and clarify requirements; determine when to escalate and inform the Procurement Director.
  • Serve as credit card administrator, reviewing monthly transactions and assisting cardholders with issues.
  • Serve as backup for the Procurement Director.
Qualifications
  • Bachelor's degree in Business (non‑specific) and five years of experience in SC Government procurement using South Carolina Enterprise Information System (SCEIS) – Supplier Relationship Management (SRM).
  • In‑depth knowledge and experience with the South Carolina Procurement Code.
  • Certified Professional Public Buyer (CPPB).
  • Working knowledge of general office procedures, including proficiency in computers and the Microsoft Office Suite.
  • Ability to identify and analyze factors related to the awarding of contracts, to train end users, and to communicate effectively.
  • Ability to work extended hours as required during emergencies or disasters.
