This position is located in the Bureau of Quality, Richland County. This is an in-office role and not a telecommute or remote position.
We have an exciting new opportunity to join a dynamic team to help transform maternal & infant care! We are looking for a Senior Consultant (Transforming Maternal Health (TMaH) Clinical Medical Consultant), who will serve as the medical leader for the Transforming Maternal Health (TMaH) model award in South Carolina. This position will be essential in transforming Medicaid's maternity care service delivery system, fostering collaborations across providers, and driving continuous improvements to enhance health outcomes for mothers and infants.
This position will support the development and implementation of a value-based payment model that will be designed using learning collaborative and quality improvement methods. This position will be critical in ensuring that Medicaid beneficiaries receive better care while helping reduce unnecessary costs across the system.
- Provide medical direction and input to the SCDHHS’ Bureau of Quality, the TMaH maternal care team, and Medicaid maternal care workforce to meet the elements listed in the TMaH application to include access infrastructure and workforce, quality improvement and patient safety, and whole person care. As requested by SCDHHS, represent the TMaH program within the medical community, within the state, and nationally.
- Actively participate with all members of the TMaH team to ensure that TMaH Learning Collaborative sessions focusing on evidence-based or evidence informed best practices around access infrastructure and workforce, quality improvement and patient safety, and whole person care. Provide clinical guidance to the TMaH Learning Collaborative planning and steering and/or advisory committee to planning multiple sessions yearly. Help plan and facilitate Planning and Steering Committee meetings to provide guidance to TMaH and future planning of TMaH initiatives.
- Provide clinical oversight of a peer-to-peer maternal care quality improvement learning collaborative and the follow-up technical assistance. Engage in the development and oversight of the Learning Collaborative session in conjunction planning and steering and/or advisory committee. Regularly work with maternal health care subject matter experts and consultants; as well as developing and communicating the messaging around access, infrastructure and workforce; quality improvement and safety;
and whole person care. Learning collaborative and on-site visits will require travel. This may include overnight and/or weekend travel. - Coordinate efforts for Medicaid maternal care workforce to ensure their active participation in maternal care quality initiatives and AIM patient safety bundles. To include practice engagement, technical assistance, anticipatory guidance to ensure work towards the goals of TMaH. Perform on-site visits to select participating practices. Assist with the coordination of and provide oversight for TMaH and maternal care planning and steering and/or advisory groups to ensure that practicing participants receive continuing education needed by their professional body.
- Provide guidance to TMaH staff in the yearly survey design of data capture tools for quality improvement work and evaluation activities. Work with CMS TA to capture needed data elements for TMaH evaluation.

A licensed Medical Doctor (MD), Doctor of Osteopathic Medicine (DO), Nurse Practitioner (NP), or Certified Nurse-Midwife (CNM) with a minimum of 5 (five) years of clinical experience.
PREFERRED:
Board certification in Obstetrics and Gynecology, Maternal Health, or a relevant clinical certification.
- Occasional overnight travel.
- Overtime and/or weekend work with Deputy approval.
- A valid driver's license is required.
- Strong understanding of value-based care principles.
- Excellent skills in collaboration, team management, and mentoring.
- Experience working with multi-disciplinary teams, include non-physician professionals.
- Familiarity with hospital delivery systems and strategies for improving appropriate emergency department care and post-delivery care.
- Understanding of quality improvement principles and how learning collaboratives work.
- Ability to manage clinical and administrative tasks.
