Job Responsibilities

At the Office of Materials and Research, coordinates the activities of the statewide Asphalt Verification Program. Performs complex statistical analysis of asphalt test results to ensure compliance with federal regulation 23 CFR 637, as well as SCDOT policies and specifications. Communicates results to the SCDOT District Asphalt Managers and asphalt contractors. Recommends changes to specifications, policies, and modifications within the program.

Occasionally performs lab testing on asphalt samples for comparison or dispute resolution.

Supervises the Asphalt Verification Laboratory Supervisors. Provides guidance and direction on the daily operations of each laboratory. Ensures compliance with SCDOT policies and specifications, technician certifications, and equipment maintenance and calibrations. Verifies and enters vehicle mileage and usage into the SCDOT mileage system monthly.

Supervises the Asphalt Verification Program Coordinator. Provides guidance and direction on the daily responsibilities.

Manages on-call personnel for the verification laboratories including scheduling, invoicing, and selection and preparation of the contract. Prepares equipment and fixed asset budget requests annually. Enters testing charges into the OMR sample workbook for all testing performed each month. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
