Overview
At the SCDOT Office of Materials and Research (OMR) consults with department, contractor, and consultant personnel regarding highly technical and complex matters pertaining to highway engineering activities. Advises the Materials and Research Engineer on policy regarding highway materials and construction (primarily asphalt, concrete, cement, and steel) standard practices and recommends revisions to the department's specifications. Develops specifications and works on specialized projects of high complexity, primarily in asphalt and structural materials, but may include projects within any functional area of OMR.
Conducts special investigations and performs forensic analyses when necessary. Provides expert testimony as required in areas of expertise.
- Serve as chair or member of various SCDOT Technician Certification Task Forces and Joint SCDOT/Industry Quality Improvement Committees.
- Provide input to the Materials and Research Engineer regarding revisions to the AASHTO materials and testing standards.
- Participate in the Department's In-house Research Program; serve as a member of the Department's New Products Committee; serve on Steering Committees for the Department's SPR research program.
- Supervise the Structural Materials Engineer on major assignments involving structural materials (concrete, steel and cement) statewide, including personnel performing laboratory testing and field inspections; set technical priorities and provide guidance with activities.
- Supervise the Asphalt Materials Engineer on major assignments involving asphalt materials statewide, including personnel performing laboratory testing and field inspections; set technical priorities and provide guidance with activities.
- Supervise the Asphalt Verification Program Manager coordinating activities within the statewide asphalt mixture verification program and ensuring compliance with current federal regulations (23 CFR 637); set technical priorities and provide guidance with activities.
- Perform other related duties as assigned.
- Bachelor's degree in engineering and six (6) years of engineering work experience.
- Necessary Special Requirement:
Registration as a Professional Civil Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. - A valid motor vehicle operator's license required.
The physical demands for the essential functions involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
