Job Responsibilities
Job Purpose
The Accounting/Fiscal Manager II performs executive-level professional duties under limited supervision, developing, directing, and evaluating a complex financial and managerial accounting or budgeting system.
Job Functions
- Develops, supervises, and maintains standard accounting systems and internal controls. Handles recording, processing, and compiling of financial data not captured by normal accounting processes. Supervises and/or approves all financial transactions and postings into SCEIS, including SRM. Writes, plans, develops, and implements accounting policies and procedures for the agency’s financial needs and programs, including budgeting. Negotiates contracts for the agency and interprets procurement rules and regulations.
- Supervises and maintains an extensive internal chart of accounts. Oversees account mapping to SCEIS. Coordinates the agency's accounting system with external fiscal operations. Ensures agency compliance with accounting principles and reporting requirements, and consults with top management on budgetary goals. Informs federal, state, and local agencies of changes in reporting requirements.
- Develops/supervises and directs budgetary processes; policy interpretations, development and dissemination of procedures, data accumulation, economic forecasting, budgetary request preparation and analysis, estimate revenues, final budgetary consolidation, internal and external presentations, implementation and monitoring, and financial statistical reporting. Directs preparation of impact statements, aid to subdivisions analysis and interpretation of financial reports to assist in decision-making. Supervises the distribution of annual allocations to (46) counties for Bail Bondsmen collections and Uninsured Motorist collections pro-rated to insurance companies (110) based on business written in the preceding year.
Supervises the Procurement Specialist II, including facilities management. - Directs the assimilation of payroll information, the processing of payroll changes, and the accounting control of payroll deductions. Oversees the operation of the Procurement section and directs staff involved in the procurement of goods and services.
Performs All Other Duties As Required.
Minimum and Additional Requirements
State
Minimum Requirements:
A bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. Positions in this class may require designation as a CPA (Certified Public Accountant) or a CGFOA (Certified Government Finance Officers Association).
Agency
Minimum Requirements:
Must have at least five years of SC State Government experience in the accounting, finance, fiscal, or closely related field, as well as extensive SCEIS experience and at least 2 years of supervision. Expert in Excel.
Preferred Qualifications: CGFOA and/or CPA.
