NGe Programs. Manage and supervise the position of the Accountant/Fiscal Analyst II. Ensure procurement processes and budget guidelines are always followed. Perform and/or coordinate complex professional duties in the creation and maintenance of accounting records, and the verification and documentation of financial transactions. Approve all general ledger accounting entries to include accounts payable, accounts receivable, journal entries and shopping carts. Assist in developing program performance standards.
Collect, assimilate, and ensure the accuracy of financial data for internal and external reporting requirements. Apply principles of accounting theory to alter and maintain an accounting system. Develop methods for recording financial transactions and prepare reports of financial analyses. Direct the oversight of budget formulation, justification, and execution. Prepare analyses and reports of budget performance management. Distribute budgetary instructions and explain the use of budgetary forms.
Collect information for budgetary requests. Prepare budgetary allotment authorizations, identify budgetary surplus, and recommend funding changes. Reconcile situations when files are out of balance, research errors, and ensure corrective action is taken. Review and verify agency budgetary adjustments, new personnel position requests, and monitor agency expenditures. Review requests for purchases to ensure expenses are allowable and reasonable. Review credit card expenses for funding accuracy.
Enter shopping carts for purchase orders. Submit invoices for payment by due date. Complete quarterly budget reports and monthly expenditure reports. Track expenditures and obligations to project budget balances. Attend quarterly reviews and lead monthly budget meetings with the Director and Deputy Directors. Train staff as needed on budget requirements, processes and procedures. Review monthly advance requests for accuracy. Identify shortfalls or surpluses and take the appropriate budgetary action.
Create and submit budget line-item modifications when necessary. Assist in tracking and reconciling the program stipend account. Review travel authorization and reimbursement requests. Maintain financial and budget records for inspections. Perform other duties as assigned.
- A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, budget, or finance.
- Master’s degree in accounting, finance, business or related field and at least 3 years of experience in accounting, finance, budget or grant management.
- Experience with the state SCEIS financial system.
- Knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting, or financial management.
- Knowledge of state government fiscal accounting processes.
- Knowledge of office practices and procedures.
- Knowledge of financial statement analysis.
- Knowledge of state and federal regulations and laws applicable to the area of employment.
- Ability to proficiently apply mathematical concepts.
- Ability to analyze and interpret complex financial data and reports.
- Ability to plan, organize, review, and supervise the work of subordinates.
- Ability to establish and maintain effective working relationships with others.
- Ability to communicate effectively both orally and in writing.
