Job Responsibilities
Associate Auditor
The Department of Administration's Office of Executive Policy and Programs is seeking an Associate Auditor to fulfill a temporary grant role in their Office of Economic Opportunity. The Office of Economic Opportunity (OEO) serves the residents of South Carolina through Citizen Assistance Programs. You will assist the Fiscal Monitoring Manager in performing fiscal monitoring of subrecipients who are awarded federal grants, passed through the Office of Economic Opportunity.
These duties primarily consist of performing on-site and off-site financial reviews of subrecipient's compliance to federal, state, and grant rules and regulations in the administration of federal awards.
This position is onsite Columbia, SC.
Responsibilities of the Associate Auditor:
* Assist the Fiscal Monitoring Manager with assembling documentation required for fiscal monitoring of subrecipients. Coordinate with OEO staff, subrecipient staff, and other contracted monitors from a Certified Public Accountant firm to ensure that all documentation is accessible and available for monitoring and to schedule the on-site monitoring, entrance conferences, and exit conferences.
* Perform financial reviews of subrecipients on-site or remote, as needed. These reviews consist of analyzing a subrecipients' internal controls, expenditures, payroll, assets, reporting, single audit, and general business operations to ensure that the OEO awarded funds are being utilized in compliance with federal, state, and agency requirements.
* Analyze and summarize complex financial data assessed during a subrecipients monitoring, to create a monitoring report. Clearly and effectively communicate the results of the monitoring report. Summarize the subrecipient's level of compliance with applicable federal, state, and agency requirements. Track all areas deemed as less than compliant during the monitoring and collaborate with subrecipient staff to resolve.
* Provide training and technical assistance to subrecipients throughout the year. Training and technical assistance may be conducted on-site, virtually, or at the statewide network conferences.
* Perform other duties as assigned.
Minimum and Additional Requirements
A high school degree with experience in community action or accounting or auditing, or an associate's degree.
Additional Requirements:
* Sufficient knowledge of the principles, practices, and accounting methods of accounting and auditing.
* General knowledge of the generally accepted accounting principles generally accepted auditing standards, OMB Uniform Guidance, federal and state rules and regulations pertaining to fiscal monitoring.
* Ability to effectively communicate, orally and in-writing, complex accounting and financial data.
* Ability to analyze and verify accounting, statistical, and financial data.
