The Department of Administration's Office of Economic Opportunity is seeking a Professional Auditor. The Office of Economic Opportunity serves the residents of South Carolina through Citizen Assistance Programs. You will assist the Fiscal Monitoring Manager in performing fiscal monitoring of subrecipients who are awarded federal grants, passed through the Office of Economic Opportunity (OEO). These duties primarily consist of performing on-site and off-site financial reviews of subrecipient's compliance to federal, state, and grant rules and regulations in the administration of federal awards.
The position is onsite in Columbia, SC.
- Conduct on-site and remote reviews of sub grantees’ financial and accounting management and grant expenditures for compliance with applicable federal, state and grant requirements.
- Monitoring activities include analyzing a sub grantee's internal control processes and sampling financial records for adequacy and compliance with grant requirements. Summarize the results of monitoring to include recommendations, if applicable.
- File summary of results and completed work papers within the appropriate electronic file in sub grantee's grant control file.
- Prepare and submit fiscal monitoring report summarizing the financial review results and applicable recommendations to the Senior manager of Fiscal Monitoring for review, inclusion in the subgrantee's control file, and use in supporting onsite fiscal monitoring activities.
- Perform follow‑up reviews, as necessary, on non‑compliance issues to ensure corrective actions have been taken and issues resolved.
- Perform monthly desk reviews of selected sub grantee's financial documents to ensure the sub grantee's financial records are equivalent to data reported on monthly financial status reports (FSRs), compliant with grant requirements and to identify any areas that require technical assistance and training.
- Communicate variances to Senior Manager of Fiscal monitoring and requests further documentation required to explain/correct variances.
- Perform and assist with fiscal training and technical assistance of sub grantees to keep them apprised and knowledgeable with applicable federal, state and grant specific requirements.
- Provide one‑on‑one and technical assistance as needed to assist sub grantee and/or to resolve issues experienced at the sub grantee‑level.
- Perform other duties as required.
An associate degree and experience in accounting, auditing, finance, insurance, or tax preparation and/or analysis. A bachelor's degree with multiple accounting courses may be substituted for the work experience.
Additional Requirements- Sufficient knowledge of the principles, practices, and accounting methods of accounting and auditing.
- General knowledge of the generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), OMB Uniform Guidance, federal and state rules and regulations pertaining to fiscal monitoring and fund accounting.
- Ability to effectively communicate, orally and in‑writing, complex accounting and financial data.
- Ability to analyze and verify accounting, statistical, and financial data.
- Position may require overnight travel.
- Position requires frequent lifting: 30 lbs.
- Position is required to report to work during hazardous weather events and emergency situations.
