Responsibilities
Interprets federal, state, and local regulations, and financial agreements to accurately represent their directives in transportation project authorizations. Assists Project Fund Management (PFM) with transportation project invoice review and distribution duties. Incumbent assists in financial management, reporting, and oversight of the Office of lntermodal and Freight Programs in compliance with federal, state, and local regulations. Judgment and discretion are required in solving unusual problems and in setting work priorities.
Reviews transit, freight, and rail financial transactions, funding transfers, grant award applications, and grant award closeouts to ensure compliance with agency budget and federal eligibility requirements. Reviews Office of Public Transit's subrecipient reimbursement documentation to ensure proper federal share, grant performance dates, and activity line items (Alls) are applied. Ensures that invoices use proper South Carolina Enterprise Information System (SCEIS) coding prior to distribution to appropriate Accounts Payable personnel for processing.
Prepares journal entries as needed to reconcile TRAMS disbursements to the general ledger in SCEIS. Submits monthly drawdown reports for management review and prepares monthly Federal Transit Administration (FTA) ECHO drawdown reports to Accounting Department processing.
Authorizes state and local projects based on the Consolidated Plan as approved by Deputy Secretaries or Letting and Award process in the agency's project management software platform (P2S). Performs quality control of project authorization packages prior to archival in the agency's Project Wise database system and distributes packages to end-users. Monitors and tracks federal projects in final voucher with pending issues which must be resolved prior to closure utilizing and maintaining tracking spreadsheets.
Identifies and resolves current bill issues prior to sending ten (10) day notices to PFM analysts. Completes departmental transfers to shift expenditures to lapsing and older funds prior to sending ten (10) day notices. Updates closure spreadsheets with current project statuses and dates. Ensures all projects are closed in a timely manner and ensures any outstanding issues preventing closure are documented and tracked closely.
Reports monthly on federal funds obligated and released in order to monitor the utilization of federal obligation limitation.
Authorizes federal project funding in accordance with departmental / Federal Highway Administration (FHWA) standards, the Consolidated Plan, and procedures in Financial Management Information Systems (FMIS) upon approval by Deputy Secretaries or Letting and Award process. Ensures FHWA standards and procedures are met prior to requesting federal funding. Confirms correct fund sources and federal share values are applied, authorization forms are generated, and systems are updated.
Proactively contacts appropriate personnel to request necessary information required to complete requests. Performs complex federal appropriation selection to efficiently and effectively utilize all eligible federal funding. Ensures fund sources utilized on projects are program specific based on programmed funding categories. Updates project information and generate project authorization forms using P2S, FMIS, and other necessary systems. Appropriately applies all applicable guidelines and contract language.
Proactively identifies and utilizes lapsing federal funds.
Maintains budget and grant master data in SCEIS and notifies Office of lntermodal and Freight Programs personnel of proper coding. Processes state and local project final vouchers. Reviews authorized funding to ensure appropriate utilization of state and local funds. Proactively completes departmental transfer requests to align expenditures with authorized funding. Assists in the preparation of Office of lntermodal and Freight Program periodic financial and statistical data reports.
Assists in the preparation of Office of lntermodal and Freight Program budget planning presentations for management review. Prepares and distributes financial notice of funding allocation letters for sub-recipients. Assists in reconciliation of Office of lntermodal and Freight Programs federal apportionments, state cash balances, and project budgets and expenditures. Proactively notifies Office of lntermodal and Freight Programs of financial issues requiring action.
Prepares SCEIS budget transfer forms to request action by the Budget Office. Performs other related duties as assigned.
A bachelor's degree in accounting, finance, business or a related field and three and one-half (3.5) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
