Under limited supervision of the Director of the Bureau of Public Information and Regulatory Affairs, leads and manages the Regulatory Affairs Section, which includes assistance and coordination of Healthcare Quality’s regulatory activities, assistance and coordination of enforcement actions, exception/variance requests, reconsideration requests, and performs other assigned duties. Oversees and manages the regulation development coordinator and the enforcement coordinator positions.

Coordinates and manages tasks associated with Healthcare Quality's regulation development actions in accordance with the South Carolina Administrative Procedures Act, the DPH Regulation Development Administrative Procedures Manual, and agency policy. Coordinates regulation reviews and other regulatory initiatives and special projects. Coordinates and manages tasks associated with Healthcare Quality's enforcement actions in accordance with agency policy. Coordinates and manages tasks associated with Healthcare Quality's exception/variance requests and reconsideration requests in accordance with agency policy.

Performs fundamental supervisory and leadership functions in accordance with agency policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and a safe, professional, and productive work environment for all employees.

Performs all other duties as required, including participating in disaster preparedness and responses. Designated as an essential employee, subject to duty and/or call on a 24-hour basis during an emergency.

State

Minimum Requirements

A bachelor's degree and relevant program experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Additional Requirements

Three (3) years of experience in management of a regulatory program, and/or involvement with rule making and legislation. Knowledge and understanding of the South Carolina Administrative Procedures Act.

A law degree and/or admission to the S.C. Bar.
