Responsibilities of the Accounting/Fiscal Manager II (CPA):The Accounting/Fiscal Manager II will provide expertise related to filed applications, petitions, testimony, and other documentation regarding investigations, services, and rates of utilities to assist the Commissioners and determine compliance with state statutes, regulations, and Commission orders. Work includes analyzing financial reports, records, reserves, assets, revenues, and expenditures; income statements; and balance sheets. Work is performed with latitude for the exercise of independent judgment and decision making.
Specific job functions of this position include but are not limited to the following:
- Read, review, and analyze matters filed in Commission dockets. Collect, analyze, and present data on evolving utility related issues. Research issues and prepare reports, position papers and policy statements for the Commissioners.
- Maintain an electronic file of research and reports containing analyses and recommendations for pending matters related to jurisdictional utilities.
- Analyze establishment and adjustment utility rate filings, and requests for utility adjustment of rates filings and prepare recommendations, comments, and questions for the Commissioners. Participate in associated hearings and review final orders and tariffs. Participate in collegial discussions with the commissioners regarding pending utility dockets.
- Present the employee's views concerning utility legislation for presentation to the Commissioners.
- Attend training sessions sponsored by accredited colleges and universities and professional organizations. Read relevant scholarly journals related to issues within the Commission's jurisdiction.
- Conduct public utility special studies and projects; prepare reports; discuss findings and confer with Commission Staff and Commissioners.
- Perform other related duties as required or directed.
A bachelor's degree in accounting, finance, business, or a related field with a minimum of 30 hours of accounting courses and professional experience in a related area, such as accounting, auditing, finance, or banking with two (2) years of professional experience in rate marking, or public utility regulation, or public utility rate making. A CPA in good standing is required.
Additional RequirementsA CPA certification, knowledge of the principles, practices and theories of accounting, auditing, budgeting, taxation, or financial management. Knowledge of current Accounting Principles (FASB) and Auditing Standards (GAAS) and experience with using FERC, FCC, and/or NARUC Chart of Accounts. Ability to interpret and analyze financial data and reports. Ability to interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs.
Ability to thoroughly and accurately generate written and oral reports related to financial and technical information in preparation for commission hearings, meetings, and other scheduled events. Teamwork and the ability to communicate are critical to this position.
