Description
The purpose of this classification is to conduct investigations regarding zoning code violations and to enforce local zoning codes and ordinances.
Examples of Duties
Responds to complaints of Local Government zoning code violations and investigates possible infractions: conducts site visits to determine validity of complaints or to enforce codes; collects, evaluates, records, and preserves evidence; interviews witnesses and gathers information; and takes and files photographs to document violations.
Determines compliance or non-compliance with codes; meet with property owners to discuss violations; issue code compliance notices and official correction notices; issue citations/summons to violators; serves citations via certified mail or in person; and performs follow-up site inspections as needed.
Interprets and enforces the provisions of applicable zoning codes with guidance of the Planning Director, specifications, and standards and provides information and technical assistance concerning code requirements; discuss problem areas with property owners, residents, and contractors; make suggestions and recommends solutions to problems; responds to questions concerning code violations; and conducts research as needed.
Maintain records of enforcement activities, enters data regarding work activities and violations into computer system; maintains comprehensive case files; and conducts records maintenance activities in compliance with guidelines governing record retention.
Performs various tasks involving court related proceedings, prepares related documents and reports to assist in building and documenting case information; interviews witnesses; prepares evidence for court cases; and testifies in court as needed.
Maintains comprehensive and current knowledge of applicable laws, regulations, standards and maintains an awareness of code enforcement methods, practices, trends and advances in the profession; reads
professional literature; maintains professional affiliations; and attends workshops and training sessions as
appropriate.
Performs other duties of a similar nature or level.
Typical Qualifications
Education (based on years and type of experience):
High School diploma/G.E.D or Associate degree in Zoning, Planning, or related field of study.
Experience:
Three (3) years of work experience to include at least one (I) year of experience in code enforcement, law enforcement, building inspection, investigations, or plan review with High School diploma/GED
OR two (2 years of work experience with an associate degree in Zoning, Planning, or related field of study.
Knowledge/Ski1ls/Abilities:
• Considerable knowledge of city codes, legal processes, construction or trade codes, zoning, and other related codes.
• Familiarity with geography of the City of Hardeeville.
• Proficiency in tracing ownership of buildings and/or land, performing inspections and extensive investigative work related to all ordinances and codes, reading maps, charts, and computerized databases.
• Mastery of operating computer, and standard office equipment.
• Good communication skills, both oral and written, with the ability to speak at public meetings when necessary
• Demonstrated ability to independently perform a full range of municipal code enforcement and compliance duties.
• Read, understand, interpret, apply, and explain applicable codes, ordinances, regulations, policies, and procedures related to assigned area.
• Inspect and identify violations of applicable codes and ordinances.
• Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency.
• Respond to inquiries, complaints, and requests for service in a timely and tactful manner.
• Work in potentially confrontational settings and use accepted and appropriate techniques to ensure safety.
• Represent the City in a professional manner and deal effectively with the public to gain their cooperation in resolving problems and concerns.
