Position: Procurement Manager I
Location: Columbia

This employee will be responsible for providing support to SCDNR staff on all procurement issues and ensuring all procurement functions are accomplished in compliance with the South Carolina Consolidated Code and Regulations, the SCDNR Procurement Manual, and all Agency policies and procedures.

Duties Include:
  • Conducting complex procurement activities in accordance with the SC Consolidated Procurement Code, SC Regulations, and other governing laws and rules.
  • Reviewing shopping carts for accuracy and determining appropriate procurement method.
  • Developing, reviewing, and issuing quotes and purchase orders for the acquisition of goods and services within the guidelines of the code.
  • Conducting solicitations and contract management (including the use of existing Agency and SC State Term Contracts) duties as needed and assigned within the guidelines of the code.
  • Supporting Agency staff with all phases of the procurement and solicitation process.
  • Providing ongoing contract administration with contractors and internal customers (agency staff) to ensure full compliance with contractual obligations.
  • Acting as the travel liaison for lodging reservations for all divisions except Law Enforcement.
  • Acting as a back-up to the LE travel liaison.
  • Serving as the agency travel card holder and books hotel rooms, ensuring essential paperwork is complete, reviewing all completed folios, and submits p-card travel statement with documents on time.
  • Reviewing contract performance while coordinating with users for regular review of vendor performance and reporting as well as managing contract mediation if needed for contract performance issues.
  • Completing training courses related to job description/requirements.
  • Creating and maintaining Standard Operating Procedures (SOP/Desk Manual) for procurement staff and end users.

A bachelor's degree and experience in procurement and contracts. Must have working knowledge of the SC Consolidated Procurement Code rules, regulations and provisions. Bachelor's degree and three (3) years of experience procuring goods and services and managing the contract process; experience with the SCEIS system; certification as a CPPB or CPPO preferred. Solid knowledge of the SC Consolidated Procurement Code and Regulations;

ability to use good judgement and discretion; and the ability to communicate in a positive, supportive, and professional manner. Advanced skills in the SC government solicitation process, contract management, the procurement of goods and services of all types, negotiation, documentation, customer service and communication.
