Under the supervision of the Quality Assurance and Administration Section Director, this position is responsible for Title X grant management. This position provides planning, management, and evaluation of grant activities to assure compliance and reporting within state and federal guidelines.. Additionally, this position will coordinate the successful maintenance of the program within and outside of the agency and be responsible for managing agency program staff.

Program Administration

Assures Title X work plan progress, action and evaluation through collaboration with staff across the Bureau. Ensures compliance with Title X regulations and requirements through internal and external audits/evaluations, communicating updates, and meeting regularly with the grant project officer. Identify, implement, and monitor grant activities for process improvement. Attend trainings and program meetings as required, in and out of state.

Grant/Reporting Management and Evaluation

Work collaboratively with other DPH staff to complete non-competitive and competitive Title X applications and narratives timely. Compile, complete, and submit reports and updates as requested internally and externally. Responsible for accurate completion of Family Planning Annual Report. Provide updates and reports on behalf of Title X grant for internal and external stakeholders as requested.

Section Support and Representation

Supervises program staff to ensure grant needs are met. Responsible for direct staff supervision to include progress reviews, planning stages, position descriptions, succession planning, time reports, and progressive discipline. Ensure communication of goals, objectives, policies, and procedures both up and down the chain of command through 1:1 or Team meetings, huddles and other verbal or written forms of communication. Monitor CPR/AED/First Aid certification renewal.

Public Health Preparedness

Available to assist during times of public health emergency and outbreak response efforts: participates in agency/ division preparedness efforts and responds to response operations as outlined in DPH Emergency Plans, which may include staffing of Medical Equipment Power Shelters, and/or subject to be on call 24/7. Participate in disaster planning and response training; maintain CPR certification.

Minimum Requirements

A bachelor's degree and relevant program experience.

Ability to interpret and apply rules and regulations. Ability to manage work and provide guidance to internal and external stakeholders. Ability to make presentations and prepare reports. Must be able to collect and analyze data in order to establish and evaluate work plans. Ability to manage work and provide guidance to employees.

Employee works under limited supervision accomplished by meetings and consultation with various experts and review of reports. Employee can function independently within established policies, procedures, and work plans. Requires minimal overnight travel to conferences, meetings or trainings, in state and out of state, as required by grants and agency. Ability to work extended hours as needed. Valid driver's license is required.

Successful completion of the Defensive Driving Course is required if use of a state vehicle is necessary. This position involves work with Personally Identifiable Health Information (PHI) and requires employee to maintain an up-to-date HIPAA and data security and confidentiality training at all times. Available to assist during times of public health emergency and outbreak response efforts participates in agency/ division preparedness efforts and responds to response operations as outlined in the DHEC Emergency Plans, which may include staffing of shelters, triage and/or subject to be on call 24/7.
