Location: North Charleston
PEO Digital is seeking an experienced Senior Project Analyst to provide acquisition, program management, and financial planning support to Department of Defense customers. This position supports senior Government leadership by developing acquisition documentation, funding packages, Independent Government Estimates (IGEs), Justifications and Approvals (J&As), market research, and other program management artifacts necessary to execute complex technology initiatives.
This hybrid position requires that you live within commuting distance to Charleston, SC.
** Responsibilities*
* + The successful candidate will possess an exceptional understanding of the Government acquisition lifecycle and be capable of translating operational requirements into actionable acquisition strategies.
+ This individual will work directly with Government Program Managers, Contracting Officers, Contract Specialists, Resource Managers, and technical stakeholders to ensure funding requests and acquisition actions are properly documented, justified, and successfully executed.
+ The ideal candidate understands the nuances of appropriations law, funding execution, and acquisition documentation and is recognized for producing high-quality work products requiring minimal Government revision.
+ Serve as a trusted advisor to Government Program Managers on acquisition planning, funding strategies, and program execution.
+ Develop high-quality acquisition documentation supporting new requirements, contract modifications, and procurement actions.
+ Prepare Independent Government Estimates (IGEs) utilizing market research, historical pricing, labor analyses, and technical requirements.
+ Develop persuasive Justifications and Approvals (J&As) and Limited Sources Justifications (LSJs) supporting sole-source and other acquisition strategies.
+ Assist Government personnel in selecting appropriate contract vehicles, procurement approaches, and funding strategies.
+ Prepare Procurement Request (PR) packages and acquisition planning documentation for submission to Contracting Offices.
+ Coordinate funding documentation and assist Government resource managers with execution of Operations and Maintenance (O&M), Procurement, Research, Development, Test and Evaluation (RDT&E), and other appropriated funds.
+ Analyze acquisition requirements to ensure documentation complies with FAR, DFARS, DoD policies, and agency-specific guidance.
+ Develop Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), Market Research Reports, Determinations and Findings (D&Fs), and acquisition decision documentation.
+ Track acquisition packages from development through contract award while proactively identifying issues that could delay execution.
+ Coordinate across Program Management, Contracting, Legal, Comptroller, and Technical organizations to resolve acquisition and funding issues.
+ Prepare executive-level briefings, white papers, decision papers, and status reports supporting Government leadership.
+ Review acquisition documentation for completeness, technical accuracy, and compliance before submission.
+ Maintain detailed knowledge of evolving acquisition regulations, procurement policy, and DoD guidance.
** Qualifications*
* + Bachelor's degree in Business Administration, Acquisition Management, Finance, Public Administration, Engineering, or a related field.
+ Equivalent experience may be substituted where appropriate.
+ Minimum of
** 10 years
** supporting Department of Defense acquisition and program management organizations.
+ Demonstrated experience supporting PEOs, SYSCOMs, NAVWAR, NIWC, NAVSEA, NAVAIR, or similar DoD acquisition organizations.
+ Extensive experience developing Independent Government Estimates (IGEs/IGCEs).
+ Extensive experience writing Justifications and Approvals (J&As), Limited Source Justifications (LSJs), Determinations and Findings (D&Fs), and acquisition strategy documentation.
+ Experience preparing acquisition packages from initial requirement through contract award.
+ Experience supporting Government funding requests utilizing multiple appropriation types.
+ Experience supporting Government Program Managers and Contracting Officers throughout the acquisition lifecycle.
+ Experience conducting market research and developing acquisition documentation for services, hardware, and software procurements.

** Secret clearance

** Knowledge & Skills*
* + Expert knowledge of the Federal Acquisition Regulation (FAR), DFARS, and DoD acquisition processes.
+ Strong understanding of appropriations law and the appropriate use of O&M, Procurement, RDT&E, and other funding sources.
+ Demonstrated expertise in developing accurate, defensible Independent Government Estimates (IGEs/IGCEs).
