Overview
Serves as the Chief Human Resources Officer and is a key member of BHDD’s executive leadership team. Directs a comprehensive human resources program by effectively managing functional areas including, but not limited to, recruiting and employment, training and development, classification and compensation, employee relations, workforce planning, organizational development, EEO/Affirmative Action, benefits, workers’ compensation, leave and attendance and payroll. Plans, administers and formulates human resources management policy.
Monitors and maintains an organizational structure and staffing levels to accomplish agency goals. Manages human resources division staff. Creates and manages the budget, staffing and strategic plan for the human resources division to support the mission and strategic plan goals of BHDD. Direct or oversee employee conduct investigations.

- Manages human resources division staff.
- Creates and manages the budget, staffing and strategic plan for the human resources division to support the mission and strategic plan goals of BHDD.
- Direct or oversee employee conduct investigations.
- A master’s degree in Human Resources, Business Administration, Public Administration, or a related field, or a Juris Doctor and five (5) years of work experience in an executive human resources position or similar.
- Equivalent experience may be substituted for educational requirement.
- Thorough knowledge of human resources principles and practices.
- Knowledge of federal and state laws and regulations affecting human resources management.
- Strong leadership, communication and interpersonal skills.
- Ability to analyze needs and resources and to recommend and communicate solutions effectively.
- Ability to exercise sound judgement and discretion.
- Ability to provide strategic advice to executive leadership on personnel matters.
- Knowledge of workplace investigation techniques.
- Ability to use human resources analytics tools to make data-based decisions and recommendations.
