Overview

Shared Services Employee Relations and Engagement Manager

The Department of Administration is growing, and we are seeking an experienced Shared Services Employee Relations (ER) and Engagement Manager to join our team. The Shared Services ER and Engagement Manager will work with our Shared Services partners to coordinate Employee Relations, Employee Engagement, Performance Management, Family and Medical Leave Act (FMLA), and Americans with Disabilities Act (ADA) programs. The role partners with the employees and managers of agencies to help navigate complex workplace issues with discretion and fairness, improve employee engagement, enforce department policies and procedures, and provide guidance to ensure compliance with employment laws and regulations.

This position is onsite in Columbia, SC.

Responsibilities
  • Advise employees and managers on ER matters, including responding to employee complaints, conducting investigations, overseeing disciplinary actions, managing the exit interview process, and developing and interpreting policies.
  • Collaborate with the Benefits team on employment matters related to Workers' Compensation, Extended Illness, ADA, and FMLA. Work closely with Human Resources Leadership and Legal Counsel on complex matters.
  • Routinely review, recommend, and implement strategic and operational improvements aligned with the agency and area vision and mission.
  • Manage the Employee Performance Management System (EPMS) Program for Shared Services. Provide reports to agency partners regarding upcoming performance reviews. Provide guidance and counseling on performance appraisals, planning stages, and the substandard performance process.
  • Oversee the FMLA and ADA Accommodations process for Shared Services and ensure compliance with federal and state time frames. Counsel employees on their rights under FMLA; provide proper documents, assist with completion, and follow up to ensure timely and accurate processing.
  • Serve as each Shared Services agency's Equal Employment Opportunity Officer. Investigate discrimination and harassment and recommend appropriate action to management. Compile reports and supporting documents as needed.
  • Manage the grievance review process for Shared Services agencies. Represent the agencies at mediations, grievance procedures, hearings, appeals, and conferences regarding employee relations issues.
  • Manage unemployment claims for Shared Services and represent agencies at the Appeal Tribunal with the SC Department of Employment and Workforce (SCDEW) as needed.
  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team-focused environment.
Qualifications
  • A bachelor’s degree and relevant Human Resources experience. An equivalent combination of a high school diploma and experience may be considered.
  • A master’s degree in human resources management may substitute for the required experience.
  • Must have and maintain a valid driver’s license.
Additional Requirements
  • Knowledge of principles and practices of HR management.
  • Knowledge of federal and state laws and regulations regarding HR management.
  • Ability to establish and maintain effective relationships with a wide variety of people.
  • Skill in conducting interviews, gathering information, and conducting investigations.
  • Excellent written and oral communication skills.
  • Ability to interpret and apply complex policies and procedures.
