Scope of the Project

This Statement of Work is for a contractor with advanced knowledge of Solar Winds, monitoring tools, and network administration. The environment includes Windows Server 2019–2025 and Windows 11 in a highly secure setting. Duties include network inventorying, supporting applications built on Microsoft .Net Framework and related web-enabled components, and scripting/coding to automate administrative tasks. The engineer will research and provide guidance aligned with strategic direction initiatives, monitor network infrastructure and security, and assist in disaster recovery/failover scenarios.

As a team player, the engineer will ensure the stability and integrity of network, data, and server services through monitoring, maintenance, support, and optimization of all server and infrastructure systems. This role includes 24/7 on‑call responsibilities shared with the group. The engineer will document recommendations for improvements, provide high‑level work effort estimates, and produce design documentation covering deployment details and support procedures.

Responsibilities

– Non‑Technical
  • Effectively interact and communicate with peers to Director‑level IT professionals. Provide feedback to team regarding product issues, enhancements and new features.
  • Must have initiative, drive and be a self‑starter. Ability to ask pertinent questions of others. Proactively seek to identify, communicate and implement process‑related improvements. Effectively manage multiple tasks and activities concurrently and provide periodic status updates to key stakeholders. Collaborate extensively with peers and management to resolve client issues while actively contributing to a growing knowledge network that improves the effectiveness of the team and the information available to our clients.
  • Prioritize numerous issues of varying severity, and effectively manage the resolution of all issues within accepted service levels. This includes ownership of the data entered into the Helpdesk system and appropriately updating both client and appropriate employees of status of all issues on a timely basis. Good customer skills, be attentive to detail, and responsive to customer tickets.
Responsibilities – Technical
  • Troubleshoot and recommend technical solutions for customer issues related to backup configuration and recovery. Develop workaround solutions as appropriate.
  • Perform equipment and software upgrades. Maintain familiarity with current computer and network products. Adhere to agency information security guidelines and promote information security among co‑workers. Monitor and assess current systems and recommend hardware and software enhancements.
  • Act as technical resource for other IT analysts and business units by resolving complex computer equipment and systems problems. Diagnose and resolve problems related to hardware, software, or operator error, and resolve or repair.
  • Escalate complex problems to other groups, Help Desk, or vendors for resolution or for support under maintenance agreements; oversee vendor work.
  • Install, configure, test, monitor, and maintain system and application hardware, software, and peripherals for users. Install and configure servers in collaboration with WA group. Lead and execute small projects.
  • Qualified candidate will be responsible performing root cause analysis/resolution. Required to mentor and lead junior staff members regularly. Perform other duties and special projects as assigned.
Required Skills (rank in order of Importance)
  • 10+ Years of Experience with Solar Winds network administration, including WPM, SAM, UDT and WHD
  • 10+ Years of Experience with Security Information and Event Management (SIEM) Platforms
  • 10+ Years of Experience with Automation Scripting
  • 10+ Years of Experience PCI/NIST/Pub
    1075 security implementations and/or audits
  • 7+ Years of Experience in the Public Sector
  • A bachelor’s degree in information technology systems, computer science, or related field and four years of experience in information technology systems or related area.
Preferred Skills (rank in order of Importance)
  • Knowledge of networking protocols, including TCP/IP, HTTP, NTP, DNS, MLP, NDMP
  • Power Shell, Disaster Handling, Cyber Security and related skills.
  • CCNP, CCDP, MCP, MCSE, PCNSE, VMWare, or experience in information technology, security, or related areas.
  • Intermediate knowledge of SIEMs, monitoring tools, network administration. Ability to diagnose and troubleshoot computer and network problems. Develop Admin Procedures. Organizational Skills. Verbal Communication Skills. Change‑ing Skills. CCNP, CCDP, MCP, MCSE, PCNSE, VMWare, or experience in information technology, security, or related areas.
