Job Description

Under limited supervision, the Security and Network Engineer installs, configures and supports the Authority’s local area network (LAN), wide area network (WAN), and Internet systems. The position is responsible for the availability, reliability, performance, security and maintenance of the Authority’s Enterprise and SCADA network infrastructure, including future design and implementation of all security and network‑related initiatives. Tier 3 support to the organization is provided as needed.

Responsibilities
  • Maintain the BJWSA network on a daily basis, managing switches, routers, firewalls, access points, hubs, bridges and transport media (wire, fiber optic, wireless) as well as configuration and management software tools.
  • Provide primary support for the Authority’s enterprise IP network infrastructure, including network and security components.
  • Design and implement network installations, encompassing design, budget estimates, planning, post‑install inspection, as‑built drawings and test results; support management with network strategies, test systems and develop system standards.
  • Monitor network health, security and performance; take corrective action when necessary to ensure optimal response times for users, applications and systems.
  • Support data network equipment such as routers, switches, firewalls, load balancers, IPS/IDS devices, wireless access points and other data/IP networking‑related equipment.
  • Apply knowledge of data communications, TCP/IP, routing, switching, WAN and Ethernet technologies to design and implement efficient network configurations.
  • Research emerging technologies and recommend appropriate improvements to network performance, security and reliability.
  • Recommend procedures and controls for problem prevention related to network or security issues.
  • Analyze, review and alter computer systems to maintain and increase operating efficiency and system resources.
  • Answer operational questions clearly and resolve problems through application of knowledge of computer software, hardware and procedures.
  • Assist with implementation of the IT Continuity Plan, identifying critical business functions, recovery time objectives and mitigation strategies.
  • Ensure all activities conform to local, state and national electric codes, DHEC standards and established OSHA and Authority safety regulations and policies.
  • Train users on software, hardware and operating systems; coordinate with training coordinator as needed.
  • Identify equipment specifications and order IT equipment in accordance with approved IT budgets.
  • Perform root cause analysis and develop checklists for typical problems.
  • Document internal policies and develop training material for end‑users; maintain network documentation.
  • Stay abreast of new developments in the field through self‑study and company‑provided training.
  • Perform other related duties as assigned to ensure effective operation of the department.
Qualifications
  • Education:

    Bachelor of Science in Computer Science or related degree, or Associates Degree in Electronics with 5–7 years experience in IT systems, or High School Diploma with 7–10 years experience in IT systems.
  • Experience:

    troubleshooting techniques and knowledge involving computers, networking, software, fiber optic networks, security and communications equipment; managing IT projects; in‑depth, functional, broad‑based knowledge of security practices and networking.
  • Communication: effective, clear communication with all departments and employees to establish and maintain cooperative working relationships. Preferred two years of experience maintaining governmental information systems.
  • Valid driver’s license.
  • Certifications:

    Cisco Certified Network Professional (CCNP) Routing and Switching, PCNSE, CISSP or equivalent (required).

  • Interpersonal temperament – adapt to stress, dangerous or uncomfortable situations; handle people efficiently.
  • Physical communication – talk and hear effectively.
