Data Analyst, Database Administrator
The Community Corrections Management Analyst I performs highly responsible professional work extracting, structuring, collecting, coordinating, analyzing and evaluating data from department information systems. The Management Analyst I works closely with deputy directors and supervisors to develop and produce ad hoc and regular management reports. The Management Analyst I takes the lead in scheduling and performing information systems quality assurance and maintenance, and also develops and delivers training on systems use to Corrections staff members.
Full-time position located at Judicial Center, Hastings.
Minimum Qualifications- Baccalaureate degree in Information Technology (applications/software), Sociology (research), Psychology (research), or Public Policy/Administration (research)
- Three years experience in database development and design, data analysis or program outcome evaluation is preferred
- Develops and conducts regular and ad hoc research and statistical analysis of data from Corrections’ major information systems (CSTS-XP, JAIMS). Takes the lead in updating data indicators of regular reports such as the Annual Report, the budget document, Comprehensive Plan and other documents. Responds to ad hoc requests for information.
- Designs and develops databases, canned queries and reports to support Corrections’ program needs. These databases are separate from but linked to the major systems (CSTS-XP and JAIMS). Responds to managers’ and program coordinators’ information needs involving these databases. Maintains these databases.
- Writes and presents analytical reports based on results of data queries. Reports are directed to specific managers and focus on data trends, possible explanations, and recommendations for action.
- Takes the lead in developing and implementing database quality assurance and integrity.
- Working with deputies, supervisors, develops outcome plans and interpret criminal history reports.
- Trains all levels of staff, interns, volunteers on how to use main information systems. Takes the lead in delivering booster training (scheduled and as needed).
- Substantial knowledge of and experience with statistical, analytical and research techniques and strategies.
- Substantial knowledge of and experience with database design, structures, relational properties, and with querying tools and strategies.
- Substantial knowledge of and experience with computers, information systems and use of computer programs for data analysis.
- Substantial knowledge of and experience with Micro Soft Access, Excel, SQL, Visual Basic, Word, Outlook, PowerPoint.
- Considerable knowledge of and experience related to state and county government responsibilities including data privacy/data practices.
- Demonstrated ability to evaluate information, and to prepare and present recommendations.
- Demonstrated ability to develop effective cooperative relationships with technical and policy staff in Dakota County, as well as with other county, state and federal officials, private entities and citizens.
- Demonstrated ability to communicate clearly and concisely whether in oral or written manners. Should be able to communicate effectively with Corrections Director, County Administrator, members of the Board of Commissioners individually and in Board meetings.
- Demonstrated ability to work under stress, adhere to strict timelines and use discretion in making decisions.
- Ability to prioritize workload.
- Knowledge of program evaluation and outcome measurement techniques, strategies.
- Demonstrated ability to deal tactfully and efficiently with the general public and Corrections personnel.
The work environment is predominantly sedentary and requires no special physical demands, although there is some carrying of lightweight items such as briefcases, notebooks, and work papers. The work involves minimal risks and observance of safety precautions typical of office settings. The work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
