Job Responsibilities

This employee will serve as the coordinator for statewide department-maintained spatial data and cartographic products.

Job Duties Include
  • Serving as the primary coordinator for the management of the ArcGIS databases and associated web services.
    • Management includes defining needs, requirements, and specifications for related geospatial technology.
  • Designing and implementing data models for the enterprise geodatabse.
  • Developing protocols for distributing editing capabilities to SCDNR staff where appropriate.
  • Managing multi-user editing capabilities in enterprise geodatabase.
  • Publishing public-facing and internal web services to the agency's ArcGIS Portal and ArcGIS Online.
  • Maintaining data quality and consistency through GIS database best practices.
  • Creating, adopting, and modifying geospatial standards and procedures as they pertain to the enterprise geodatabase.
  • Assisting in the development and support of new data collection and creation as well as supporting existing data edits using web-based field data collection applications and other web applications using the ESRI ArcGIS Enterprise platform.
  • Serving as an expert on spatial technology matters.
  • Communicating to SCDNR staff about GIS web applications and providing appropriate training as necessary.
  • Staying up to date on emerging technological advancements for streamlining workflows over time.
  • Fulfilling requests from other SCDNR divisions to support their GIS needs.
  • Advising staff and coordinating the design, development and implementation of new systems and applications.
  • Assisting in cartographic product development, including annual WMA maps, kiosk maps, property maps, trail maps, and other maps, as needed.
  • Assisting in the development of agency basemaps.
  • Participating in drone operation, managing Wingtra hardware and software, and managing imagery collection.
Minimum And Additional Requirements

A bachelor's degree in Geography or a related field with experience in the development and maintenance of geographic information systems (GIS), administrative or management responsibilities related to GIS project implementation, and experience working with GIS in an enterprise environment, or an associate degree with relevant work experience, or another approved equivalent combination of education and experience.

GIS Professional (GISP) certification or ability to obtain within six (6) months of employment;
Part 107 Drone License and ability to maintain license while employed.

Preferred Qualifications

Extensive knowledge of advanced geospatial concepts and administrative, management, or program development experience with geospatial projects. Experience working with GIS in an organizational environment, working with a centralized GIS database, including experience with ArcGIS Enterprise. Ability to maintain a healthy ArcGIS Enterprise Geodatabase and troubleshoot related software issues while managing complex geospatial projects. Ability to manage multifaceted geospatial programs to create and maintain ESRI ArcGIS Enterprise users and versions within a multi-user editing environment.

Extensive knowledge of geospatial software, especially ESRI products, although familiarity with non-ESRI geospatial products is appreciated. Ability to assess incoming data for errors, correct problems, and design workflows for preventing data errors. Familiar with database design concepts, data management, data collection, and data quality assurance and control. Ability to use a variety of spatial analyses to solve problems related to natural resources.

Some knowledge of common programming languages (e.g. Python, Arcade) used for geospatial applications preferred. Knowledge of web-based GIS architecture and web development concepts. Knowledge of ArcGIS web-based GIS workflows for publishing, editing, and distributing web services. Ability to manage work and provide guidance to non-GIS employees in using geospatial technology to support their program's objectives. Knowledge of cartographic design standards and methods for developing quality maps (print and digital).

Ability to obtain a Part 107 drone license and ability to maintain license while employed. Working knowledge of relevant laws, regulations, policies and procedures as they pertain to drone use in the state with the ability to interpret and apply those rules and regulations.
