Job Summary

Lead and develop database solutions for the State Department of Public Health’s STD/HIV program. Responsibilities include data migration to the new Electronic Disease Surveillance System, data warehousing, ETL development, and support of eCR initiatives.

Responsibilities
  • Design, develop, and maintain ETL processes, SSIS packages, and Power BI reports.
  • Write and optimize MS T‑SQL stored procedures, queries, and scripts for data migration and reporting.
  • Convert legacy SAS code to SSIS and Power BI, ensuring adherence to best practices.
  • Analyze and document data flows, create process diagrams, and conduct gap analyses with end‑users.
  • Work with the Systems Integration, Health Data Visualizations, and Database Administration teams to support critical STD/HIV systems.
  • Conduct data validations, user acceptance testing, and post‑implementation support.
  • Monitor production data pipelines, automate daily maintenance tasks, and troubleshoot performance issues.
  • Coordinate with project managers, IT staff, vendors, and stakeholders to deliver milestones on schedule.
  • Ensure all solutions comply with federal and state regulatory requirements (HIPAA, HL7, CDC, PII).
  • Provide guidance and mentorship on database design, optimization, and automation.
  • Maintain documentation of system architecture, data mappings, and procedural changes.
Required Skills
  • 3 + years of experience with MS T‑SQL (stored procedures, advanced queries, optimization)
  • 3 + years of experience with ETL process development
  • 1 + year of experience with SQL Server Integration Services (SSIS)
  • 3 + years of experience with report development
  • 3 + years of experience with data warehousing and relational databases
  • 1 + year of experience parsing HL7 v2.3.1–2.5.1 ORU messages
  • 3 + years of experience with XML
  • 3 + years of experience with MS SQL Server 2016 +
  • 1 + year of experience with security and data classification related to CDC, HIPAA, CJIS, PHI, and PII
Preferred Skills
  • Experience managing large data sets (1 TB +)
  • Requirements gathering and documentation
  • Public health/disease surveillance systems experience
  • Statistical Analysis System (SAS) proficiency
  • LOINC / SNOMED knowledge
  • FASTQ file handling and demultiplexing
  • R and RStudio expertise
  • Power BI reporting awareness
  • Knowledge of EDSS, eHARS, CDC reporting systems
  • HIPAA, PHI/PII, and CDC data standards compliance
