Job Responsibilities
Functions in a senior level management capacity for the Division, directing, developing, assisting and providing guidance to SCDOT DBE Technical Assistance Program, DBE Mega Projects initiatives, and DBE Compliance Program. Serves as a resource to senior management.
Serves as the system administrator for the AASHTOWare Project (AWP) Civil Rights & Labor (CRL) module, supporting key program areas including Disadvantaged Business Enterprise program, prompt payment compliance, certified payrolls, Equal Employment Opportunity (EEO), On-the-Job Training (OJT), and other CRL-related functions. The position provides system and technical support to the Director of Construction, DBE office, and coordinates with IT Services as needed.
Ensures data integrity, system configuration, upgrade testing, and effective utilization of the module to support agency operations and federal compliance requirements.
Provides functional leadership and coordination for the AWP CRL module by working closely with AASHTO, the software vendor, and peer state Departments of Transportation to identify system improvements, implement enhancements, and ensure alignment with evolving federal regulations and guidance. Monitors regulatory changes and translates requirements into system and business process updates. Provides system support for both agency personnel and external stakeholders, serving as a primary point of contact for issue resolution, system questions, and process guidance related to the CRL module.
Coordinates with technical teams and vendors as needed to resolve system defects and improve functionality. Administers user access for the external contractor community and internal agency staff, including account creation, role assignment, password resets, and troubleshooting access issues. Ensures appropriate security controls and user management practices are maintained. Supports ongoing program operations by assisting with compliance-related activities, reporting, and data analysis as needed to ensure adherence to state and federal requirements.
Develops and delivers training programs for the AWP CRL module, including instructor-led sessions, written documentation, and recorded training videos. Creates and maintains user guides, standard operating procedures, and other training materials to support consistent and effective system use. Performs other related duties as assigned.
A bachelor's degree and five (5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Employee may be exposed to loud noises, dust, fumes, and other conditions associated with a laboratory environment.
Some travel may be required.
