Duration: 12 Months (with possibility for extension)

I.

Role Overview & Project Scope

The South Carolina Department of Administration requires professional services to support the successful delivery of strategic and tactical IT initiatives. The selected Contractor will provide an Advanced Project Manager possessing strong business analysis capabilities to lead and support complex, multi-stakeholder technology projects from initiation through closure.

The primary objectives of this engagement are to:

  • Deliver project outcomes on time, within scope, and within budget.
  • Provide expert-level project management to guide planning, scheduling, execution, risk mitigation, and reporting.
  • Provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs.
  • Improve project transparency through accurate documentation, dashboards, and clear communication to leadership and stakeholders.

The Consultant will report directly to the Director of Admin IT or a designated project executive, providing regular updates through established reporting mechanisms and recurring meetings.

II. Daily

Duties & Responsibilities Project Management
  • Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
  • Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
  • Manage cross-functional teams including internal IT, vendors, subject matter experts (SMEs), and agency partners.
  • Facilitate work sessions to validate scope, requirements, and deliverables while maintaining alignment with sponsors and stakeholders.
  • Identify risks and issues, and subsequently recommend and implement effective mitigation strategies.
  • Support procurement processes as needed (RFPs, SOWs, vendor oversight) consistent with state and Admin procurement standards.
  • Ensure strict compliance with agency policies, security requirements, records management standards, and project governance frameworks.
Business Analysis
  • Lead structured requirements elicitation including interviews, workshops, journey mapping, process modeling, and data analysis.
  • Document clear, testable business requirements, functional/nonfunctional requirements, user stories, and acceptance criteria.
  • Define current-state and future-state processes, workflows, and data flows, while quantifying KPIs and business value.
  • Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
  • Evaluate build-vs-buy options and support the creation of diagrams, models, and integration patterns when required.
Change Management & Adoption
  • Develop change management and communication plans.
  • Coordinate User Acceptance Testing (UAT), cutover activities, readiness planning, and post-launch support.
  • Support system adoption using metrics, user feedback, and continuous improvement loops.

III. Candidate

Skills and Qualifications

Required Experience:
  • Minimum 7 years of project management experience managing projects of moderate to high complexity.
  • Demonstrated hands-on experience in business analysis and business process redesign.
  • Minimum 5 years of experience successfully managing IT, regulatory, compliance, or enterprise-level initiatives.
Preferred Skills & Attributes:
  • Proven ability to simultaneously manage multiple work efforts.
  • Strong schedule management and resource planning skills.
  • Ability to identify, map, and re-engineer complex business processes.
  • Ability to work independently with limited supervision and communicate effectively with all levels of an organization.
  • Comfort working with diverse technical and business teams while strictly maintaining confidentiality.
  • Ability to thrive in a high-volume, fast-paced, and deadline-driven environment.
Required Education &

Certifications:
  • Bachelor's degree is required.
  • PMP, PMI-ACP, or a comparable professional certification is preferred.
