Role is onsite with the potential for hybrid work once the resource is well acclimated - ratio of onsite/remote days will be at the manager's discretion.
No South Carolina residency required. Open to nationwide candidates. All travel-related costs for onsite work will be the responsibility of the resource no matter the frequency of onsite work.
Daily Duties / Responsibilities Project Management ResponsibilitiesLead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
- Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
- Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
- Facilitate work sessions to validate scope, requirements, and deliverables; maintain alignment with sponsors and stakeholders.
- Identify risks and issues; recommend and implement mitigation strategies.
- Support procurement processes as needed (RFPs, SOWs, vendor oversight) consistent with state and Admin procurement standard.
- Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks.
- Lead structured requirements elicitation including interviews, workshops, journey mapping, process modeling, and data analysis.
- Document clear, testable requirements: business, functional, nonfunctional, user stories, and acceptance criteria.
- Define current-state and future-state processes, workflows, and data flows; quantify KPIs and business value.
- Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
- Evaluate build-vs-buy options and support creation of diagrams, models, and integration patterns when required.
- Develop change management and communication plans.
- Coordinate UAT, cutover activities, readiness planning, and post-launch support.
- Support adoption using metrics, user feedback, and continuous improvement loops.

- Process Diagrams & Data Flows
- Project Schedule & Work Breakdown Structure
- RAID Logs & Decision Logs
- Status Reports & Dashboards
- Communication Plans
- Procurement-related documentation (as applicable)
- Minimum 7 years project management experience with moderate to high complexity.
- Demonstrated experience in business analysis and process redesign.
- Minimum 5 years' experience managing IT, regulatory, compliance, or enterprise-level initiatives.
- Simultaneously managing multiple work efforts.
- Strong schedule management and resource planning skills.
- Ability to identify, map, and re-engineer business processes.
- Ability to work independently with limited supervision and communicate effectively with all levels of the organization.
- Ability to work with diverse technical and business teams and maintain confidentiality.
- Ability to work at a high-volume and fast pace.
- Deadline driven.
- Bachelor's degree required.
- PMP, PMI-ACP, or comparable certification preferred.
