We are looking for a highly qualified and experienced attorney who is passionate about public service and who shares our core values: embracing service, inspiring innovation, promoting teamwork, pursuing excellence, and advancing equity. This position functions as an Assistant General Counsel for Healthcare Quality. Work under the supervision of the Chief Counsel for Healthcare Quality, providing legal advice and counsel to Healthcare Quality programs and agency management.

Work closely with the program directors and staff engaged in regulatory activities, including Healthcare Facility Licensure, Medicare Certification, Emergency Medical Services, and Drug Control. Assist with the promulgation of regulations. Conduct complex legal research and draft legal opinions and memoranda. Represent the agency and its Healthcare Quality programs in meetings and negotiations and in responding to inquiries from the public, the regulated community, and opposing legal counsel.

Review and advise Healthcare Quality programs on changes in statutory law, regulations, significant case law, or agency policy. Draft, review, revise, and ensure the accuracy and proper content, form, and grammar of legal documents related to Healthcare Quality programs. Advise and represent program staff in enforcement proceedings. Review and work with program staff on revisions of documents prepared by staff to ensure legal accuracy and sufficiency and proper content, form, and grammar.

Represent the agency and its Healthcare Quality programs in litigation before the Administrative Law Court and other courts, and in Certified Nurse Aide Hearings. Participate in the agency’s Incident Command Structure during emergencies as needed.

Minimum Requirements
  • A juris doctor degree or its equivalent from an accredited law school and experience as a practicing attorney.
Agency Additional Requirements
  • At least two (2) years of experience as a practicing attorney (which may include judicial clerkships).
  • Possess a Juris Doctor from an ABA-accredited law school.
  • Be a member in good standing of the South Carolina Bar.
  • Possess and maintain a valid driver’s license.
  • Have completed trial experiences as required by Rule 403, S.C. Appellate Court Rules.

  • Be trustworthy, self-motivated, and reliable.
  • Possess a strong work ethic and the ability to work independently with minimal supervision.
  • Possess a strong working knowledge of the laws of South Carolina, with the ability to explain legal issues in simple, direct, and easily understandable terms.
  • Possess strong interpersonal skills, with the ability to work in a team environment and interact professionally and collaboratively with all levels of internal staff, courts, opposing counsel, government agencies, entities, and the public.
  • Demonstrate strong legal writing skills (a legal writing sample must be submitted with your application).
  • Possess strong organizational skills.
  • Possess a commitment to professionalism, ethics, and public service.
