Description

The purpose of this job is to perform complex administrative work for the Risk Management and Safety Department. Under limited supervision, work involves identifying and evaluating exposures to accidental loss; developing and recommending reasonable and effective risk control policies and procedures; administering risk identification, evaluation and control matters; ensuring departmental directors implement risk control measures; recommending the appropriate method of funding for accidental loss including the purchase of insurance and/or retention of risk;

defining the County’s capacity for risk retention; recommending the appropriate combination of insurance and self-insurance; coordinating claims; administering or coordinating activities or programs for an effective risk management program; communicating with the County Administrator and Deputy Administrator CFO when such action is deemed appropriate; accomplishing the risk management objectives.

This position formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.

Essential Job Functions
  • Provides leadership and strategic direction for the County’s comprehensive risk management, safety, insurance, claims administration, regulatory compliance, emergency preparedness, and loss prevention programs. Establishes departmental vision, strategic priorities, and long-range organizational objectives. Oversee the development and implementation of the goals, objectives, policies and priorities for insurance, safety and claims-related programs; recommends and administers policies and procedures.
  • Serves as the County’s principal advisor on risk management, insurance, liability, occupational safety, and regulatory compliance; ensures compliance of all Federal, State, and local laws and regulations.
  • Directs the County’s insurance strategy and long-term risk financing. Administers the County’s property, casualty, workers’ compensation, and related insurance programs, including annual renewals, asset valuation, coverage analysis, budgeting, cost allocation, and coordination with insurers, brokers, and third-party administrators.
  • Represents the County before insurance carriers, governmental agencies, professional organizations, attorneys/mediators, auditors, and County Council on matters involving risk management, insurance, claims, and organizational risk.
  • Directs the County’s safety program. Directs employee training on safety and claims reporting. Oversees the Safety Incentive Program. Verifies the annual review of the county safety manual. Ensures completion of all required Federal (OSHA 300), state or local regulatory reports. Oversees the County’s Employee Drug and Alcohol Testing Program.
  • Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
