Summary:

The Contract Maintenance Manager oversees the day-to-day operation, maintenance, and safety of the facility's buildings, grounds, equipment, and utility systems. This includes managing major construction and renovation projects, supervising maintenance staff, and ensuring the facility stays compliant with applicable codes and regulations. Success in this role requires strong working knowledge of engineering and construction practices, applicable laws and government regulations, and sound management and supervisory principles, along with familiarity with department and facility policies and procedures.

Essential Duties and Responsibilities:

Utilizes computerized programs for preventive/corrective maintenance, construction, financial management, energy control, and renovations and modifications.

Plans, organizes, and controls the functions and activities of plant operations, maintenance of building equipment, and renovations.

Reviews and evaluates existing programs, services, policies, and procedures; develops, recommends to the Vice President, and implements or guides implementation of new or modified programs, services, policies, and/or procedures.

Meets with the Contracting Officer Representative (COR), administrative and supervisory staff, community groups, agencies, contractors, architects, and engineers to plan, organize, coordinate, and communicate programs, services, policies, and procedures.

Monitors the flow and quality of work to ensure timely completion of workload and adherence to facility standards and regulations.

Ensures adequate inventories of supplies and approved requisitions for equipment and supplies, as authorized.

Prepares and controls departmental budgets, including the utilities energy savings program.

Prepares and maintains a variety of departmental records and reports.

Manages and ensures compliance with State Health Department, EPA, DEP, ADA, OSHA, UST, and other applicable regulations.

Assigns work to staff, monitors work performance, and prepares and/or reviews performance evaluations for assigned personnel.

Schedules and approves vacations and holidays.

Orients new employees and provides on-the-job training to assigned personnel.

Resolves complaints and disciplines employees, as required.

Interviews applicants and recommends qualified individuals for hire.

Informs employees of salient features of the facility's personnel and employee relations programs and answers related questions, or refers them to appropriate sources for additional information.

Plans, coordinates, and monitors construction and development of physical facilities.

Reviews, evaluates, and recommends approval of construction plans; advises on structural changes, additions, and modifications to buildings.

Interviews independent contractors to receive and analyze bids, including blueprint analysis of proposed changes.

Submits bids and recommendations to administration for consideration.

Serves as liaison with contractors, architects, engineers, and material and equipment suppliers, and negotiates with outside vendors for preferred agreements.

May be responsible for grounds maintenance and snow removal.

Responsible for the in-house fire response team.

Performs other services and duties as delegated, and serves on a variety of facility committees as required by administration.

Knowledge, Experience and Skill Requirements:

Bachelor's degree in engineering, management, or equivalent mechanical/electrical operations experience required.

Certified Facility Manager (CFM) certification desired.

Minimum of 5 years managing facility operations and maintenance programs, including operations, preventive maintenance, subcontracts, HVAC, electrical, pre-construction services, quality control systems, and supervisory functions.

Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, and principles of management and supervision.

Proven experience in all aspects of facility maintenance management, including budget management and business operations.

Working experience with NFPA, ASME, OSHA, and EPA codes and standards.

Strong skills in strategic planning, personnel management, subcontractor interface, customer relations, and operational planning, management, and reporting.

Highly motivated and self-disciplined, with a passion for outstanding customer service and comfort operating in fast-paced environments.

Ability to read, comprehend, and transmit complicated, detailed instructions in writing and verbally.

Ability to communicate effectively in written format and oral presentations.

Ability to multi-task and establish priorities.

Understanding of Army programs highly desirable.

Proficiency with CMMS-FM a plus.

Proficient in Windows-based office software, including Microsoft Word, Excel, PowerPoint, and Outlook.
