Colleton County is seeking a dedicated public servant to serve as Deputy Community Services Director. The Deputy Community Services Director assists the Community Services Director in the planning, coordination, and oversight of departmental operations and serves as a key leader in ensuring the effective delivery of programs and services that enhance the quality of life for Colleton County residents. The Deputy Director plays a critical role in supporting the day-to-day operations and ensuring efficiency and accountability of multiple departments, including but not limited to:
Parks and Recreation, Facilities, Museum, Farmers Market, Summer Feeding, Civic Center, Fleet Services and Capital Projects.

The ideal candidate is a highly organized and collaborative professional with strong operational expertise, capable of managing multiple priorities while maintaining a high standard of public service. This position reports directly to the Community Services Director and may act in their absence.

Essential Duties and Responsibilities
  • Assists the Director in providing leadership and operational oversight of all Community Services departments to ensure optimal delivery of community services.
  • Works with department heads and supervisors to implement departmental goals, policies, and procedures in alignment with county priorities.
  • Monitors operational performance and works with department heads to improve efficiency, service quality, and customer satisfaction.
  • Assists in the preparation, administration, and monitoring of departmental operating and capital budgets.
  • Coordinates and supports capital projects, facility improvements, and maintenance initiatives.
  • In the event of a natural disaster or other declared emergency, this position is on-call and should be available for the duration of the emergency as directed.
  • Supports the Director in procurement processes, contract administration, and vendor relationships.
  • Assists in the development and implementation of safety policies and risk management practices.
  • Assists Director in responding to citizen concerns and inquiries, ensuring timely and effective resolution.
  • Assists in preparing reports, maintaining records, and tracking key performance metrics.
  • Collaborates with other county departments, municipalities, contractors, and community organizations.
  • May represent the County in public meetings, hearings, or community events regarding department-related matters.
  • Identifies opportunities and makes recommendations for operational improvements and cost efficiencies.
  • Other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, Organizational Leadership, or a related field is preferred.
  • Three (3) to five (5) years of progressively responsible experience in operations, public administration, or a related field, including supervisory experience is preferred.
  • Experience in local government, community services, or multi-division operations is preferred.
Knowledge, Skills, and Abilities
  • Knowledge of public service operations, including parks and recreation, facilities management, or fleet services is preferred.
  • Strong organizational and project coordination skills with the ability to manage multiple priorities.
  • Excellent interpersonal and customer service skills.
  • Ability to manage budgets, contracts, and vendor relationships.
  • Ability to respond effectively in emergency situations.
  • Ability to lead teams, foster collaboration, and support a positive workplace culture.
Licenses and Certifications
  • Must possess a valid state driver’s license.
Working Conditions
  • Primarily office-based with frequent visits to county-operated sites.
  • Exposure to outdoor and other potentially hazardous environments.
  • Must be available during emergencies or declared disaster events.
