OTIS Accounting Manager

The Department of Administration's (Admin) Office of Administrative Services (OAS) is seeking an OTIS Accounting Manager to join our team. OAS delivers key administrative and financial support to Admin and other state agencies. This position will manage and direct the Finance sections of Office of Technology and Information Services (OTIS), South Carolina Enterprise Information System (SCEIS), Division of Program Management (DPM), Digital Government, and Admin IT in order to provide efficient and effective financial and budgetary support to the division's program areas.

You will take the lead for the rate setting process and work directly with OTIS management in rates setting needs of the division. This role is ideal for an analytical professional who is detail-oriented and thrives on driving process improvements.

This position is on-site Columbia, SC.

Responsibilities of the OTIS Accounting Manager:
  • Direct OTIS rate-setting activities to ensure rates are cost-based, transparent, defensible, and compliant with state and federal requirements.
  • Establish and maintain rate-setting procedures that support cost recovery and a stable, consistent rate structure.
  • Lead a team of internal subject matter experts in developing and maintaining processes to capture information needed to set rates.
  • Coordinate the development of annual budget requests for OTIS, DPM, SCEIS, and Digital Government by gathering program information and collaborating with management to align funding with strategic priorities.
  • Monitor division budgets, analyze expenditures, and coordinate with the Budget Director to make necessary adjustments and ensure expenditures remain within available funding.
  • Administer the grants process by verifying that federal grants are properly budgeted and tracked in order to ensure compliance with all applicable rules and regulations.
  • Ensure that shopping carts, payables, and receivables are properly processed and recorded in order to prevent disruption of the division's financial activities.
  • Direct the finance team as they provide financial management and budget support to the division staff.
  • Monitor and evaluate financial processes and identify opportunities for streamlining and improvement. Provide managers with monthly financial and budgetary reports.
  • Manage OTIS cash operations by monitoring expenditures, cash flow, debt payments, revenues, and accounts payable, and keeps management informed of financial status.
  • Lead monthly financial reviews and oversees the collection of telecommunications exemption reports and administrative fees, escalating contract reporting noncompliance to management as appropriate.
  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Perform other duties as required.
Additional Requirements:
  • A bachelor's degree in accounting or a related field and four (4) years of professional experience in governmental accounting with responsibility for budget, account reconciliation, and financial reporting in the public sector. Two (2) years of the required experience must include supervisory responsibilities.
  • Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
