Advocate-Rep Payee Reviewer

Disability Rights South Carolina (DRSC) is a private, statewide nonprofit that protects and advocates for the legal, civil, and human rights of people with disabilities. DRSC believes that people with disabilities are people first and are the primary decision-makers in all areas of their lives. Our goals include Safety and Protection, Community Integration, and Equal Access for people with disabilities. This position plays a vital role in achieving these goals.

An Advocate/Rep Payee Reviewer for Disability Rights South Carolina (DRSC) shall work under the general supervision of the Representative Payee Program Coordinator. Under federal Department of Labor regulations, this position is classified as salaried—non-exempt from overtime pay.

Specific duties include, but are not limited to:
  • Conduct on-site reviews to ensure the suitability of Representative Payees and their compliance with duties specified by the Social Security Administration (SSA). This includes:
  • Interviewing beneficiaries and others
  • Documenting observations
  • Examining financial records
  • Gathering information regarding possible financial mismanagement
  • Identifying health and safety violations
  • Provide educational training to Representative Payees to ensure that they fully understand their duties and responsibilities.
  • Advise the Program Coordinator and/or Senior Team Attorney on policy issues and case problems/questions having legal implications.
  • Maintain accurate up-to-date client records in the prescribed format. This includes the timely completion and documentation of required reports and electronic data entry. Maintain all aspects of confidentiality as required by SSA.
  • As needed, assist the Program Coordinator in developing, implementing, and monitoring the program and its goals.
  • Timely submission of all internal DRSC forms and records.
  • Advise the Program Coordinator on training and technical assistance needs.
  • Other duties as assigned.
Required Qualifications
  • Master's degree from an accredited college in education, psychology, social work, or a related field; or
  • Bachelor's degree from an accredited college and at least four years of relevant experience.
  • Must be highly organized, detail-oriented, and analytical. Must have strong writing skills and the ability to complete and submit reports within the stringent time limits.
  • Must be able to pass and maintain Level 5 Federal Security Clearance.

  • Commitment to the mission, vision, and values of Disability Rights South Carolina and the civil rights of people with disabilities.
  • Ability to work with individuals from a variety of cultural backgrounds and an understanding of the overall organization and relationships among and between service areas and teams.
  • Ability to coordinate case research and perform overall case management. Problem-solving skills, including the ability to influence, facilitate, mediate, negotiate, and manage groups and individuals.
  • Ability to work both independently and in collaboration with others, maintain confidentiality, and deal effectively with and negotiate through confrontational situations and stressful interactions.
  • Knowledge of systems providing services to people with disabilities, disability laws and regulations, and the ability to communicate and work with people with disabilities.
  • Proficiency in oral and written communication
  • Knowledge in Microsoft Office (Word, Excel, Teams, and Outlook) and Adobe. Must have strong computer literacy skills for word processing, data collection, and communication.
  • Ability to travel within the state and occasionally out of state.
  • Ability to identify potential cases of abuse, neglect, and exploitation.
